এসপিটি নিউজ, রায়চক (দক্ষিণ ২৪ পরগনা), ২৬ জুলাই: বিশ্ব ম্যানগ্রোভ দিবস ২০২৬ উপলক্ষে দক্ষিণ ২৪ পরগনার রায়চকের তাজ গঙ্গা কুটিরে পশ্চিমবঙ্গ সরকারের উদ্যোগে আয়োজিত অনুষ্ঠানে সুন্দরবনের ম্যানগ্রোভ সংরক্ষণ, ব্লু কার্বন অর্থনীতি (Blue Carbon Economy) এবং পরিবেশবান্ধব পর্যটনের সমন্বিত বিকাশের ওপর বিশেষ গুরুত্ব আরোপ করা হল। অনুষ্ঠানে উপস্থিত রাজ্যের পর্যটন মন্ত্রী ড. শঙ্কর ঘোষ বলেন, সুন্দরবনের পরিবেশগত ভারসাম্য অক্ষুণ্ণ রেখেই দায়িত্বশীল পর্যটনের নতুন মডেল গড়ে তুলতে হবে, যাতে একদিকে প্রকৃতি সংরক্ষিত থাকে, অন্যদিকে স্থানীয় অর্থনীতিও শক্তিশালী হয়।
অনুষ্ঠানে সুন্দরবন উন্নয়ন দফতরের স্বাধীন দায়িত্বপ্রাপ্ত মন্ত্রী দীপঙ্কর জানা সুন্দরবনের ম্যানগ্রোভ বন রক্ষায় সরকারের বিভিন্ন উদ্যোগ এবং স্থানীয় মানুষের অংশগ্রহণের গুরুত্ব তুলে ধরেন। পর্যটন দফতরের রাষ্ট্রমন্ত্রী পূর্ণিমা চক্রবর্তী রাজ্যের পর্যটন শিল্পের সম্প্রসারণে সরকারের বিভিন্ন পরিকল্পনার কথা উল্লেখ করেন।
এদিন ম্যানগ্রোভ সংরক্ষণে অসামান্য অবদানের জন্য ‘ম্যানগ্রোভ ম্যান’ হিসেবে পরিচিত ঊমাশঙ্কর মণ্ডলকে সংবর্ধনা জানানো হয়। পাশাপাশি সম্মানিত করা হয় অনিল কুমার মিস্ত্রী, অনমিত্র অনুরাগ তত্ত্ব এবং কুলতলির ‘গ্রিন ব্রিগেড’-কেও। অনুষ্ঠানে উপস্থিত ছিলেন সাগরের বিধায়ক সুজিত (সুজান্ত) মণ্ডল-সহ একাধিক জনপ্রতিনিধি ও প্রশাসনিক আধিকারিক।
অনুষ্ঠানে বক্তব্য রাখতে গিয়ে পর্যটন মন্ত্রী ড. শঙ্কর ঘোষ বলেন, সুন্দরবনের পর্যটন সম্ভাবনাকে বৈজ্ঞানিক পরিকল্পনার মাধ্যমে নতুন উচ্চতায় নিয়ে যেতে হবে। এজন্য জেলা প্রশাসনকে স্যাটেলাইট ম্যাপিংয়ের সাহায্যে উত্তর ও দক্ষিণ ২৪ পরগনার পর্যটন ও পরিবেশকে একত্রিত করে একটি সমন্বিত পর্যটন মানচিত্র তৈরির নির্দেশ দেওয়া হয়েছে। তাঁর মতে, পরিকল্পিত তথ্যভিত্তিক ম্যাপিং ছাড়া দীর্ঘমেয়াদি উন্নয়ন সম্ভব নয়।
মন্ত্রী জানান, গঙ্গাসাগরকে শুধু মকর সংক্রান্তির মেলার গন্তব্য হিসেবে নয়, বরং সারা বছরের পর্যটনকেন্দ্র হিসেবে গড়ে তোলার লক্ষ্য নিয়েছে সরকার। পাশাপাশি আশপাশের অন্যান্য দ্বীপগুলিকেও পর্যটনের মূল স্রোতে আনার পরিকল্পনা রয়েছে।
পর্যটকদের নিরাপত্তা ও স্বচ্ছ পরিষেবা নিশ্চিত করতে রাজ্যজুড়ে একটি সমন্বিত ডিজিটাল প্ল্যাটফর্ম চালুর কথাও ঘোষণা করেন তিনি। ওই অ্যাপে সরকারের সঙ্গে নিবন্ধিত ট্যুর অপারেটর, ট্রাভেল এজেন্ট, হোটেল ও অন্যান্য পরিষেবা প্রদানকারীদের তালিকা থাকবে। পর্যটকদের সেই তালিকাভুক্ত পরিষেবা গ্রহণের আহ্বান জানিয়ে তিনি বলেন, কোনও সংস্থা অনিয়ম করলে তাদের বিরুদ্ধে আইনি ব্যবস্থা নেওয়ার পাশাপাশি ব্ল্যাকলিস্টও করা হবে।
ড. ঘোষ আরও জানান, কেন্দ্রের ‘One State, One Global Destination’ ভাবনার আওতায় দার্জিলিং ইতিমধ্যেই তালিকাভুক্ত হয়েছে। এবার কেন্দ্রীয় পর্যটন মন্ত্রকের কাছে সুন্দরবন ও মন্দারমণিকে দ্বিতীয় গ্লোবাল ডেস্টিনেশন হিসেবে অন্তর্ভুক্ত করার প্রস্তাব পাঠানো হয়েছে। তাঁর আশা, সুন্দরবন খুব শীঘ্রই দেশের অন্যতম আন্তর্জাতিক পর্যটন গন্তব্যের স্বীকৃতি পেতে পারে।
ম্যানগ্রোভ ধ্বংসের প্রবণতা নিয়ে উদ্বেগ প্রকাশ করে তিনি বলেন, কোথাও বেআইনিভাবে ম্যানগ্রোভ নষ্ট করা হলে সরকার কঠোর পদক্ষেপ নেবে। একইসঙ্গে তিনি বন দফতর, সুন্দরবন উন্নয়ন দফতর, পর্যটন দফতর এবং জেলা প্রশাসনের যৌথ পরিকল্পনার ওপর জোর দেন।
ড. ঘোষের মতে, ব্লু কার্বন অর্থনীতি, ম্যানগ্রোভ সংরক্ষণ এবং পর্যটন—এই তিনটি বিষয়কে সাধারণ মানুষের কাছে সহজ ভাষায় তুলে ধরা প্রয়োজন। কেবল আনুষ্ঠানিক কর্মসূচি পালন নয়, বরং স্থানীয় মানুষ, গবেষক, পরিবেশবিদ, প্রশাসন ও পর্যটন শিল্পের অংশীদারদের নিয়ে দীর্ঘমেয়াদি কর্মপরিকল্পনা গ্রহণ করাই হবে প্রকৃত সাফল্যের চাবিকাঠি।
তিনি বলেন, সুন্দরবনের মতো সংবেদনশীল পরিবেশে পর্যটনের সম্প্রসারণ অবশ্যই ‘ক্যারিয়িং ক্যাপাসিটি’ বা ধারণক্ষমতার ভিত্তিতে হতে হবে। পর্যটকের সংখ্যা যদি এলাকার পরিবেশগত সক্ষমতার বাইরে চলে যায়, তাহলে পর্যটনের বিকাশের বদলে প্রকৃতির অপূরণীয় ক্ষতি হবে। উত্তরবঙ্গের লাটাগুড়ির উদাহরণ তুলে ধরে তিনি বলেন, অপরিকল্পিত হোমস্টে বৃদ্ধির ফলে অনেক জায়গার প্রাকৃতিক চরিত্রই বদলে গিয়েছে। সুন্দরবনের ক্ষেত্রে সেই ভুল করা যাবে না।
তিনি আরও বলেন, শুধু সড়কপথ নয়, জলপথকেও সমান গুরুত্ব দিয়ে উন্নত করতে হবে। কলকাতা থেকে জলপথে সুন্দরবন পৌঁছনোর সুযোগ আরও সম্প্রসারিত হলে পর্যটন যেমন বাড়বে, তেমনি সড়কপথের ওপর চাপও কমবে। পাশাপাশি জেটি, ভেসেল, লঞ্চ ও স্টিমারের আধুনিকীকরণের প্রয়োজনীয়তার কথাও তিনি তুলে ধরেন।
মন্ত্রী বলেন, ম্যানগ্রোভ শুধু ঘূর্ণিঝড়ের প্রাকৃতিক ঢাল নয়, এটি পৃথিবীর অন্যতম কার্যকর কার্বন শোষক। এই বৈশিষ্ট্যকে সামনে রেখেই আন্তর্জাতিক মানের পরিবেশভিত্তিক পর্যটন গড়ে তোলার সুযোগ রয়েছে। সেই পর্যটন হতে হবে সম্পূর্ণ পরিবেশবান্ধব ও দায়িত্বশীল।
অনুষ্ঠানে সংবর্ধিত ‘ম্যানগ্রোভ ম্যান’ ঊমাশঙ্কর মণ্ডলের কাজের ভূয়সী প্রশংসা করে ড. ঘোষ বলেন, সাধারণ মানুষের অভিজ্ঞতা ও স্থানীয় জ্ঞানই সরকারি পরিকল্পনাকে বাস্তবমুখী করতে পারে। তিনি জেলা প্রশাসনকে নির্দেশ দেন, মাঠপর্যায়ের মানুষের অভিজ্ঞতাকে পরিকল্পনার সঙ্গে যুক্ত করে প্রকৃত পরিবর্তনের পথ তৈরি করতে।
বিশ্ব ম্যানগ্রোভ দিবসের এই কর্মসূচির মাধ্যমে পশ্চিমবঙ্গ সরকার স্পষ্ট বার্তা দিয়েছে—সুন্দরবনের প্রাকৃতিক সম্পদকে রক্ষা করেই ব্লু কার্বন অর্থনীতি, জলবায়ু সহনশীলতা এবং টেকসই পর্যটনের সমন্বয়ে ভবিষ্যতের উন্নয়নের নতুন দিশা তৈরি করতে চায় রাজ্য।

West Bengal Unveils Sustainable Tourism Roadmap for Sundarbans on World Mangrove Day

SPT News, RAICHAK, West Bengal, July 26— The West Bengal government on Sunday outlined an ambitious strategy to integrate mangrove conservation with sustainable tourism and the emerging blue carbon economy, positioning the Sundarbans as a potential global ecotourism destination while strengthening climate resilience.
The announcement was made during the state’s observance of World Mangrove Day 2026 at Taj Ganges Kutir in Raichak, South 24 Parganas, where policymakers, environmentalists, conservationists and tourism stakeholders gathered to discuss the future of the world’s largest mangrove ecosystem.
West Bengal Tourism Minister Dr. Shankar Ghosh said the government was preparing a comprehensive tourism master plan that balances environmental conservation with economic development.
“Our objective is not merely to increase tourist arrivals but to create a sustainable tourism model where environmental protection and local livelihoods go hand in hand,” Ghosh said.
He announced that district authorities have been instructed to prepare a satellite-based tourism and environmental mapping of the Sundarbans covering both North and South 24 Parganas. The mapping exercise is expected to identify ecologically sensitive zones, tourism assets and infrastructure requirements for long-term planning.
The minister also revealed plans to transform Gangasagar into a year-round tourism destination instead of one primarily associated with the annual pilgrimage during the Gangasagar Mela. Nearby islands would also be evaluated for tourism development while maintaining ecological safeguards.
To improve visitor safety and service quality, the state government is developing a digital tourism platform that will list registered tour operators, travel agencies, hotels and other approved tourism service providers. Tourists will be encouraged to use only verified operators, while businesses found violating standards could face legal action and blacklisting.
Ghosh said the state had also proposed Mandarmani and the Sundarbans to the Union Ministry of Tourism for recognition as India’s next “Global Destination” under the Centre’s “One State, One Global Destination” initiative, following the inclusion of Darjeeling.
The tourism minister stressed that future tourism growth in the Sundarbans must be based on scientific carrying-capacity assessments to prevent environmental degradation.
“If visitor numbers exceed the ecosystem’s capacity, tourism itself becomes unsustainable. We must avoid repeating mistakes seen in other destinations where unplanned growth has damaged the very attractions people come to experience,” he said.
Calling for closer coordination among the Tourism Department, Forest Department, Sundarban Affairs Department and district administration, Ghosh advocated a unified planning framework integrating conservation, infrastructure and responsible tourism.
He also highlighted the importance of strengthening water transport infrastructure, including the modernization of jetties, ferries and vessels, saying improved river connectivity could significantly enhance access to the delta while reducing dependence on road transport.
Describing mangroves as one of nature’s most effective carbon sinks, Ghosh said they play a critical role not only in protecting coastal communities from cyclones but also in absorbing atmospheric carbon, making them central to the emerging blue carbon economy.
“The challenge is to showcase the ecological value of mangroves while ensuring that tourism itself contributes to conservation rather than becoming a threat,” he said.
During the event, Mangrove Man Umashankar Mondal was honoured for his long-standing contribution to mangrove restoration. Environmental conservationists Anil Kumar Mistry, Anamitra Anurag Tattwa, and the Green Brigade of Kultali were also felicitated for their work in protecting the fragile ecosystem.
Speaking at the programme, Sundarban Affairs Minister Dipankar Jana emphasised the importance of community participation in conserving the mangrove forests, while Minister of State for Tourism Purnima Chakraborty highlighted the government’s initiatives to strengthen tourism infrastructure across the state.
Among those present were Sagar MLA Sujit Mondal, other elected representatives, senior government officials, environmental experts and tourism industry stakeholders.
The event underscored West Bengal’s broader vision of positioning the Sundarbans as a model for climate-resilient and environmentally responsible tourism, combining biodiversity conservation, community participation and sustainable economic development under the framework of the blue carbon economy.
