এসপিটি নিউজ, কলকাতা, ৬ অক্টোবর: কলকাতা থেকে লন্ডন ও ইউরোপের বিভিন্ন শহরে সরাসরি বিমান যোগাযোগ চালুর উদ্যোগ এবং পশ্চিমবঙ্গে চারটি নতুন বিমানবন্দর গড়ে তোলার পরিকল্পনা—একসঙ্গে এই দুই পদক্ষেপ বাংলার পর্যটনের সামনে নতুন সম্ভাবনার দরজা খুলে দিয়েছে। মুখ্যমন্ত্রী শুভেন্দু অধিকারী কলকাতা থেকে লন্ডন ও ইউরোপের বিভিন্ন শহরে সরাসরি বিমান পরিষেবা চালুর জন্য কেন্দ্রের কাছে প্রস্তাব দিয়েছেন। অন্যদিকে, সোমবার নবান্নে ‘উড়ান’ প্রকল্পের আওতায় এবং রাজ্যে নতুন বিমানবন্দর গড়ে তোলার লক্ষ্যে কেন্দ্র ও রাজ্যের মধ্যে সমঝোতা চুক্তি স্বাক্ষরিত হয়েছে। পর্যটন শিল্পের প্রতিনিধিরাও মনে করছেন, এই উদ্যোগ বাস্তবায়িত হলে বাংলার আকাশপথে পর্যটনে একটি নতুন যুগের সূচনা হতে পারে।

নবান্ন সভাঘরে সোমবার কেন্দ্রীয় অসামরিক বিমান পরিবহণমন্ত্রী কিনজারাপু রামমোহন নাইডু, বিমানবন্দর কর্তৃপক্ষের প্রতিনিধিদের পাশাপাশি পশ্চিমবঙ্গের মুখ্যসচিব মনোজ আগরওয়াল এবং পরিবহণমন্ত্রী অর্জুন সিংহের উপস্থিতিতে ‘উড়ান’ প্রকল্পের আওতায় সমঝোতা চুক্তি স্বাক্ষরিত হয়। এই চুক্তির মাধ্যমে পুরুলিয়ার ছররা, দক্ষিণ দিনাজপুরের বালুরঘাট, আলিপুরদুয়ারের হাসিমারা এবং পশ্চিম মেদিনীপুরের কলাইকুণ্ডায় বিমান পরিষেবার পরিকাঠামো গড়ে তোলার পরিকল্পনা এগিয়ে নেওয়া হবে।

কেন্দ্রের পরিকল্পনা অনুযায়ী আগামী দুই বছরের মধ্যে এই চারটি বিমানবন্দরকে যাত্রী পরিষেবার উপযোগী করে তোলার লক্ষ্য নেওয়া হয়েছে। পুরুলিয়ার ছররায় নতুন বিমানবন্দর গড়ে তোলার পরিকল্পনা রয়েছে। বালুরঘাটে বিদ্যমান বিমানক্ষেত্রের পরিকাঠামো উন্নত করা হবে। হাসিমারা ও কলাইকুণ্ডায় প্রতিরক্ষা বাহিনীর বিমানঘাঁটিতে সাধারণ যাত্রীদের জন্য প্রয়োজনীয় পরিকাঠামো তৈরির পরিকল্পনা রয়েছে।

এই উদ্যোগকে স্বাগত জানিয়েছেন ট্রাভেল এজেন্টস ফেডারেশন অব ইন্ডিয়ার পূর্ব ভারতের চেয়ারম্যান অনিল পাঞ্জাবি। তাঁর বক্তব্য, কেন্দ্রীয় অসামরিক বিমান পরিবহণমন্ত্রী, বিমানবন্দর কর্তৃপক্ষের প্রতিনিধিদের পাশাপাশি রাজ্যের মুখ্যসচিব ও পরিবহণমন্ত্রীর উপস্থিতিতে নবান্নে এই সমঝোতা চুক্তি স্বাক্ষর বাংলার আকাশপথে পর্যটনকে নতুন দিশা দেখাবে। তাঁর মতে, এই উদ্যোগের ফলে পশ্চিমবঙ্গের পর্যটনে একটি নতুন যুগ শুরু হওয়ার সম্ভাবনা তৈরি হয়েছে।

একই সঙ্গে কলকাতা থেকে লন্ডনে সরাসরি বিমান পরিষেবা চালুর বিষয়ে মুখ্যমন্ত্রীর উদ্যোগেরও ভূয়সী প্রশংসা করেছেন অনিল পাঞ্জাবি। তাঁর মতে, কলকাতা-লন্ডন সরাসরি বিমান পরিষেবা চালু হলে ইউরোপগামী বাংলার যাত্রীদের আর অন্য শহরে গিয়ে বিমান ধরতে হবে না। এই পরিষেবা চালুর বিষয়ে ট্রাভেল এজেন্টস ফেডারেশন অব ইন্ডিয়া সবসময় রাজ্যের পাশে থাকবে বলেও তিনি জানিয়েছেন।

কলকাতা থেকে লন্ডন ও ইউরোপের সরাসরি বিমান যোগাযোগের দাবি অবশ্য নতুন নয়। একসময় কলকাতা থেকে লন্ডনের সরাসরি বিমান পরিষেবা ছিল। মহামারির সময় কিছুদিনের জন্য সেই যোগাযোগ ফিরে এলেও ২০২২ সালের মার্চে তা বন্ধ হয়ে যায়। বর্তমানে ইউরোপের বিভিন্ন দেশে যেতে কলকাতার যাত্রীদের অনেক ক্ষেত্রেই অন্য শহর হয়ে বিমান ধরতে হয়।

মুখ্যমন্ত্রী শুভেন্দু অধিকারী কেন্দ্রীয় অসামরিক বিমান পরিবহণমন্ত্রীর কাছে কলকাতা থেকে লন্ডন এবং ইউরোপের অন্যান্য গুরুত্বপূর্ণ শহরে সরাসরি বিমান পরিষেবা চালুর অনুরোধ জানিয়েছেন। কেন্দ্রীয় মন্ত্রী জানিয়েছেন, এই বিষয়ে ভারতে পরিষেবা দেওয়া বিমান সংস্থাগুলির সঙ্গে আলোচনা করা হবে। ফলে দীর্ঘদিন পর কলকাতা থেকে ইউরোপের সরাসরি বিমান যোগাযোগ ফেরার সম্ভাবনা নতুন করে তৈরি হয়েছে।

পর্যটনের দিক থেকে এই উদ্যোগের গুরুত্ব অত্যন্ত বেশি। ইউরোপ থেকে সরাসরি পর্যটক কলকাতায় আসার সুযোগ তৈরি হলে পশ্চিমবঙ্গকে আন্তর্জাতিক পর্যটনের একটি শক্তিশালী প্রবেশদ্বার হিসেবে তুলে ধরার সুযোগ বাড়বে। কলকাতাকে কেন্দ্র করে দার্জিলিং, ডুয়ার্স, সুন্দরবন, পুরুলিয়া, বিষ্ণুপুর, মুর্শিদাবাদ, নদিয়া ও শান্তিনিকেতনের মতো পর্যটনকেন্দ্রগুলিকে নিয়ে আন্তর্জাতিক পর্যটনপথ তৈরি করা সম্ভব।

আর রাজ্যের চার প্রান্তে নতুন বিমান যোগাযোগ তৈরি হলে এই আন্তর্জাতিক পর্যটনের সুফল কলকাতার বাইরে ছড়িয়ে দেওয়া সম্ভব হবে।

পুরুলিয়ার ছররায় বিমান পরিষেবা চালু হলে অযোধ্যা পাহাড়, বাঘমুন্ডি, জয়চণ্ডী পাহাড় এবং জঙ্গলমহলের বিভিন্ন পর্যটনকেন্দ্রে পৌঁছনো সহজ হতে পারে। কলকাতা থেকে দীর্ঘ সড়ক বা রেলপথ পেরিয়ে যে পর্যটকদের পুরুলিয়ায় যেতে হয়, তাঁদের কাছে আকাশপথ একটি নতুন বিকল্প হয়ে উঠতে পারে।

হাসিমারার বিমান পরিষেবা উত্তরবঙ্গের পর্যটনে বিশেষ পরিবর্তন আনতে পারে। ডুয়ার্স, জলদাপাড়া, বক্সা, জয়ন্তী, চিলাপাতা এবং আলিপুরদুয়ারের বিভিন্ন পর্যটনকেন্দ্রের সঙ্গে আকাশপথের যোগাযোগ সহজ হলে বন্যপ্রাণ ও প্রকৃতিনির্ভর পর্যটনে নতুন গতি আসতে পারে।

কলাইকুণ্ডার ক্ষেত্রেও সম্ভাবনা রয়েছে। বিমান পরিষেবা চালু হলে পশ্চিম মেদিনীপুর, ঝাড়গ্রাম, খড়্গপুর এবং জঙ্গলমহলের বিস্তীর্ণ অঞ্চলে পর্যটন বাড়ানোর সুযোগ তৈরি হতে পারে। ঐতিহ্য, বনভূমি, গ্রামীণ জীবন ও সংস্কৃতিনির্ভর পর্যটনকে নতুনভাবে সাজানোর সুযোগ মিলবে।

বালুরঘাটের বিমান পরিষেবা দক্ষিণ দিনাজপুরকে বৃহত্তর পর্যটন মানচিত্রে তুলে ধরার ক্ষেত্রে গুরুত্বপূর্ণ হতে পারে। জেলার ঐতিহাসিক, সাংস্কৃতিক ও গ্রামীণ পর্যটনকেন্দ্রগুলিকে নতুন পর্যটক বাজারের সঙ্গে যুক্ত করার সুযোগ তৈরি হবে।

এর পাশাপাশি নদিয়ার কল্যাণীতে প্রস্তাবিত দ্বিতীয় বিমানবন্দর নিয়েও রাজ্য সরকার কাজ করছে। প্রায় ২০০০ একর জমিতে এই বিমানবন্দর তৈরির পরিকল্পনা করা হয়েছে। কলকাতার বর্তমান বিমানবন্দরের উপর বাড়তে থাকা চাপ কমানো এবং ভবিষ্যতের বিমানযাত্রার চাহিদা সামলানো এই প্রকল্পের অন্যতম লক্ষ্য।

তবে কল্যাণী প্রকল্প এখনও প্রাথমিক পর্যায়ে রয়েছে। জমি, প্রয়োজনীয় অনুমোদন, উড়ানপথ এবং বিমান চলাচলের নিরাপত্তার মতো বিষয়গুলি অত্যন্ত সতর্কতার সঙ্গে বিবেচনা করতে হবে। প্রকল্পটি বাস্তবায়িত হলে অবশ্য নদিয়া ও সংলগ্ন অঞ্চলের বিমান যোগাযোগের পাশাপাশি কলকাতার সামগ্রিক বিমান পরিকাঠামোও আরও শক্তিশালী হতে পারে।

রাজ্যের বিমান যোগাযোগ বাড়ানোর পরিকল্পনা শুধু পর্যটনের জন্য নয়, ব্যবসা, শিল্প, বাণিজ্য ও কর্মসংস্থানের ক্ষেত্রেও গুরুত্বপূর্ণ। তবে পর্যটনের ক্ষেত্রে এর প্রকৃত সুফল পেতে হলে বিমানবন্দর থেকে পর্যটনকেন্দ্র পর্যন্ত সড়ক যোগাযোগ, স্থানীয় পরিবহণ, থাকার ব্যবস্থা, নিরাপত্তা, পরিচ্ছন্নতা, পর্যটন তথ্য এবং প্রশিক্ষিত গাইডের মতো বিষয়গুলিরও উন্নয়ন প্রয়োজন।

বিশেষ করে পুরুলিয়া, ডুয়ার্স, দক্ষিণ দিনাজপুর কিংবা পশ্চিম মেদিনীপুরের মতো অঞ্চলে বিমানবন্দরকে কেন্দ্র করে নির্দিষ্ট পর্যটনপথ তৈরি করা গেলে নতুন বিমান পরিষেবার প্রভাব আরও বিস্তৃত হবে। একটি বিমানবন্দর তখন শুধু যাত্রী নামানোর জায়গা থাকবে না; হয়ে উঠতে পারে একটি গোটা অঞ্চলের পর্যটন অর্থনীতির প্রবেশদ্বার।

আন্তর্জাতিক যোগাযোগের ক্ষেত্রেও একইভাবে পরিকল্পনা প্রয়োজন। কলকাতা থেকে লন্ডন ও ইউরোপের সরাসরি বিমান পরিষেবা চালু হলে বিদেশি পর্যটকদের জন্য কলকাতাকে শুধু একটি শহর হিসেবে নয়, গোটা পূর্ব ভারতের একটি পর্যটন প্রবেশদ্বার হিসেবে তুলে ধরতে হবে।

লন্ডন থেকে কলকাতা, কলকাতা থেকে দার্জিলিং বা সুন্দরবন, সেখান থেকে পুরুলিয়া বা বিষ্ণুপুর—এই ধরনের সমন্বিত পর্যটনপথ তৈরি করা গেলে পশ্চিমবঙ্গ আন্তর্জাতিক পর্যটন বাজারে আরও শক্তিশালী অবস্থান তৈরি করতে পারে।

তাই নবান্নে স্বাক্ষরিত সমঝোতা চুক্তি এবং কলকাতা থেকে লন্ডন ও ইউরোপের সরাসরি বিমান পরিষেবা চালুর উদ্যোগ—দুটি ঘটনাকে আলাদা করে দেখলে পুরো ছবিটি ধরা পড়বে না। একটি উদ্যোগ রাজ্যের বিভিন্ন প্রান্তকে আকাশপথে যুক্ত করার পথ খুলছে, অন্যটি কলকাতাকে আন্তর্জাতিক আকাশপথে আরও শক্তিশালী করার সম্ভাবনা তৈরি করছে।

পর্যটন শিল্পের পক্ষ থেকে অনিল পাঞ্জাবির সমর্থনও এই উদ্যোগের গুরুত্বকে আরও স্পষ্ট করেছে। বিমান পরিষেবা, পর্যটন ব্যবসা এবং যাত্রী পরিষেবার সঙ্গে যুক্ত শিল্পমহল যদি রাজ্য ও কেন্দ্রের সঙ্গে সমন্বয় করে এগিয়ে আসে, তাহলে নতুন বিমান যোগাযোগের অর্থনৈতিক সুফল আরও দ্রুত মানুষের কাছে পৌঁছতে পারে।

সব মিলিয়ে পশ্চিমবঙ্গের সামনে এখন একটি বড় সুযোগ। একদিকে কলকাতা থেকে লন্ডন ও ইউরোপের সঙ্গে সরাসরি বিমান যোগাযোগের সম্ভাবনা, অন্যদিকে পুরুলিয়া, বালুরঘাট, হাসিমারা ও কলাইকুণ্ডায় নতুন বিমান পরিষেবা—এই দুইয়ের সমন্বয় বাংলার পর্যটন মানচিত্রকে বদলে দিতে পারে।

তবে ঘোষণা থেকে বাস্তব পরিষেবা চালু হওয়াই হবে সবচেয়ে বড় পরীক্ষা। বিমানবন্দর তৈরি, নিয়মিত বিমান চালু এবং বিমানবন্দর থেকে পর্যটনকেন্দ্র পর্যন্ত সহজ ও নির্ভরযোগ্য যোগাযোগ—এই তিনটি স্তর সফলভাবে তৈরি করা গেলে তবেই বলা যাবে, আকাশপথে সত্যিই বাংলার পর্যটনে নতুন যুগের সূচনা হয়েছে।

Direct Kolkata-Europe Flights and Four New Airports: Bengal Eyes a New Era in Tourism Connectivity

SPT NEWS, Kolkata, October 6: West Bengal’s aviation and tourism landscape could be heading for a significant transformation, with Chief Minister Suvendu Adhikari seeking direct flights from Kolkata to London and other European destinations, while the Centre and the state government have signed an agreement to develop four airports across Bengal under the regional connectivity programme.

The two developments, coming together at a crucial time, have created fresh possibilities for tourism, regional mobility and economic growth. Tourism industry representatives believe that the expansion of air connectivity could mark the beginning of a new era for tourism in West Bengal.

The agreement was signed at Nabanna on Monday in the presence of Union Civil Aviation Minister Kinjarapu Rammohan Naidu, representatives of the Airports Authority of India, West Bengal Chief Secretary Manoj Agarwal and Transport Minister Arjun Singh. The agreement focuses on developing aviation infrastructure at Chharra in Purulia, Balurghat in South Dinajpur, Hasimara in Alipurduar and Kalaikunda in West Midnapore under the regional connectivity programme.

The Centre has set a target of developing the four facilities for passenger services within two years. The plan includes a new airport at Chharra, infrastructure expansion at Balurghat and the development of civil aviation facilities at the defence airfields of Hasimara and Kalaikunda.

Anil Punjabi, Chairman of the Eastern India Chapter of the Travel Agents Federation of India, welcomed the development and described the agreement as an important step for Bengal’s aviation and tourism sectors.

According to Punjabi, the signing of the agreement in the presence of the Union Civil Aviation Minister, Airports Authority of India representatives, the state Chief Secretary and the Transport Minister could give a new direction to tourism through air connectivity. He said the initiative has the potential to usher in a new era for tourism in West Bengal.

Punjabi also strongly praised Chief Minister Suvendu Adhikari’s initiative to seek direct Kolkata-London flights. He said that if the service is introduced, travellers from Bengal heading to Europe would no longer need to travel to another city to catch a connecting flight. He added that the Travel Agents Federation of India would continue to stand with the state in efforts to establish the proposed service.

The demand for direct European connectivity from Kolkata comes after several years without a regular direct link to London. A direct service had briefly returned during the pandemic but was discontinued in March 2022. Since then, many passengers travelling from Kolkata to Europe have had to use connecting flights through other cities.

Chief Minister Suvendu Adhikari has now urged the Union Civil Aviation Ministry to facilitate direct flights between Kolkata and London as well as other major European cities. Union Civil Aviation Minister Kinjarapu Rammohan Naidu has indicated that discussions will be held with airlines operating in India to explore the possibility.

For tourism, the significance of the proposal extends well beyond passenger convenience. Direct European connectivity could strengthen Kolkata’s position as an international gateway to eastern India and create new opportunities to promote destinations across West Bengal.

International visitors arriving directly in Kolkata could potentially be connected with tourism circuits covering Darjeeling, the Dooars, the Sundarbans, Purulia, Bishnupur, Murshidabad, Nadia and Santiniketan.

The four proposed regional aviation facilities could help spread the benefits of such connectivity beyond Kolkata.

The proposed airport at Chharra in Purulia could improve access to the Ajodhya Hills, Baghmundi, Joychandi Hills and other destinations across the Jangalmahal region. Better air access could make Purulia more attractive for short breaks, nature tourism, rural tourism and cultural travel.

Hasimara could have an even wider impact on North Bengal tourism. Its location provides access to the Dooars, Jaldapara, Buxa, Jayanti, Chilapata and other forest and wildlife destinations in and around Alipurduar. Improved air connectivity could significantly reduce travel time for visitors arriving from other parts of India.

Kalaikunda could strengthen connectivity to West Midnapore, Jhargram and Kharagpur, creating opportunities for heritage, forest, rural and cultural tourism. The airport’s approximately 2,700-metre runway is planned to support passenger aircraft operations.

Balurghat could bring South Dinajpur closer to Bengal’s wider tourism network. Improved aviation access could help promote the district’s historical, cultural and rural attractions while opening new opportunities for local tourism-related businesses.

Alongside these four projects, the state government is also pursuing a proposal for a second airport for Kolkata at Kalyani in Nadia. Around 2,000 acres have been identified for the proposed greenfield airport, which is expected to help address future demand and reduce pressure on Kolkata’s existing airport.

The Kalyani project, however, remains at an early stage. Land-related procedures, regulatory approvals, airspace management and aviation safety considerations will need to be addressed before the project can move towards implementation.

The wider aviation expansion is significant not only for tourism but also for business, trade and investment. For tourism, however, the real benefits will depend on what happens beyond the airport terminals.

Road connectivity from airports to tourist destinations, local transport, accommodation, visitor information, safety, cleanliness and trained tourism professionals will all be essential if the new aviation infrastructure is to generate sustainable tourism growth.

The state could also develop dedicated tourism circuits around each new airport. An airport serving Purulia, for example, could be linked with the Ajodhya Hills and surrounding cultural and rural destinations. Hasimara could serve as an aviation gateway to the Dooars and wildlife tourism. Balurghat could be linked with heritage and cultural destinations in South Dinajpur, while Kalaikunda could support tourism across Jhargram and West Midnapore.

The same integrated approach will be crucial for international connectivity.

If direct Kolkata-London and other European services are restored, Bengal will need to position Kolkata not merely as an urban destination but as the gateway to a much wider tourism region.

A European visitor could arrive in Kolkata and then travel to Darjeeling, the Sundarbans, the Dooars, Purulia, Bishnupur or Murshidabad through carefully designed tourism circuits. Such an approach could strengthen West Bengal’s position in the international tourism market.

The support expressed by Anil Punjabi is also significant because travel agents and tourism businesses are directly connected with passenger demand and destination promotion. Greater coordination between the government, airlines and the tourism trade could help translate aviation expansion into actual visitor growth.

The developments at Nabanna therefore represent two complementary aspects of Bengal’s aviation strategy. One seeks to strengthen international access through direct European connectivity from Kolkata, while the other aims to expand regional access through new and upgraded airports across the state.

If implemented successfully, the combined impact could extend well beyond aviation. It could open new tourism markets, support local businesses, generate employment and bring less-connected destinations into Bengal’s mainstream tourism economy.
