Buxa Conservation Crisis: Raj Basu Seeks Chief Minister’s Intervention as Homestay Stakeholders’ Protest Enters Day 17

By Aniruddha Pal । Sangbad Prabhakar Times

SPT NEWS, Kolkata & Alipurduar, 22 October: Association for Conservation & Tourism (ACT) Convener Raj Basu has urged the Chief Minister of West Bengal to intervene in the ongoing dispute involving homestay stakeholders in the Buxa Tiger Reserve area, seeking protection of local livelihoods and greater community participation in conservation and ecotourism.

In a letter addressed to the Chief Minister, Basu highlighted Buxa’s historical significance, its ecological importance and the role of community-based tourism in supporting conservation. He appealed to the state government to listen to the grievances of local homestay stakeholders, backed by the Gram Sabha, whose protest had entered its 17th day at the time of writing.

Basu referred to September 16, 2026, when forests opened to tourists and the Chief Minister attended the opening of India’s Wildlife Week, marked by the release of a tigress. He described the occasion as an important moment for wildlife conservation.

Beyond its biodiversity, Buxa holds considerable historical significance. Basu noted that the region was once a major trade route to Bhutan. The Treaty of Sinchula, signed in 1865, marked a significant chapter in the history of the Bengal and Assam Duars, bringing the region under British control. Some Bhutanese, including Dukpa, settlements remain in the hilly areas of Buxa, where access to certain villages is possible only by trekking.

The region has undergone several transformations over the years, serving as a trade corridor, a place of detention for freedom fighters, a major timber supply centre and an area associated with mining and tea plantations. Buxa was declared a Tiger Reserve in 1983 and a National Park in 1992.

According to Basu, conservation in Buxa was not an easy process. Conflicts surrounding conservation measures contributed to damage to parts of the habitat. He highlighted the community-based tourism initiatives that began with guide training in Jayanti in 1996, describing them as an important step towards linking local livelihoods with conservation.

Over the past three decades, ecotourism has helped establish Buxa as an important destination connecting the Dooars region of Bengal with neighbouring Assam and Bhutan. Basu argued that the participation of local communities has been a key element in building a sustainable model of conservation tourism.

However, he expressed concern that certain actions by the Buxa Tiger Reserve administration have threatened this community-based model, despite support from the district administration. He stressed that local people must not be excluded from the livelihood opportunities created through responsible tourism.

Basu also referred to the Union Government’s Vibrant Villages Programme, emphasising the importance of sustainable livelihood opportunities for residents of border villages. In his view, ecotourism can contribute to both environmental protection and the economic resilience of communities living in and around forest areas.

The letter also mentioned West Bengal ministers Manoj Oraon and Bishal Lama, whom Basu said he had informed about the developing situation through WhatsApp.

Seeking the Chief Minister’s direct intervention, Basu called for a constructive resolution of the dispute, protection of the livelihood interests of homestay stakeholders and meaningful community participation in conservation. He argued that a clear policy framework, long-term planning and government support are essential to strengthen Buxa’s ecotourism model.

“From north to south and east to west, West Bengal is blessed with rich biodiversity. Empowering villagers living in and around these natural landscapes through ecotourism is essential to protecting them,” Basu said in his appeal, stressing the need to balance nature regeneration with resilient local communities.
