Putin’s ‘Flying Kremlin’ in Delhi: Why the Russian President’s Aircraft Has Drawn Global Attention
New Delhi | Special Report
SPT NEWS, NEW DELHI, 11 SEPTEMBER: Russian President Vladimir Putin arrived in New Delhi on September 11 aboard a specially modified Ilyushin Il-96-300PU, a presidential aircraft that has long attracted attention for its secure communications systems, long-range capability and highly classified defensive features.
Often described as the “Flying Kremlin,” the aircraft is far more than a means of transporting the Russian president. Designed as a modified version of Russia’s Il-96-300 wide-body airliner, the aircraft is intended to function as a secure airborne command and communications platform, allowing the Russian leadership to remain connected with key government, military and intelligence networks while travelling.
Putin’s arrival comes as India hosts the 18th BRICS Summit in New Delhi. He met Prime Minister Narendra Modi on Friday for talks covering trade, energy, defence, civil nuclear cooperation, fertilisers, manufacturing, railways, steel and critical minerals.
His participation also carries wider geopolitical significance. The Financial Times reported that this is Putin’s first in-person attendance at a BRICS summit outside Russia since Moscow launched its full-scale invasion of Ukraine in 2022.
But alongside the diplomacy, the aircraft carrying the Russian president has become a story in its own right.
A presidential aircraft built around command and control
The aircraft is officially designated Ilyushin Il-96-300PU. The “PU” refers to the Russian term Punkt Upravleniya, broadly translated as “command post”.
The basic Il-96 was developed as a long-range, wide-body Russian airliner. The presidential version has been extensively modified for state use, with the emphasis shifted from conventional passenger transport to secure communications, command capability and presidential security.
Russia’s United Aircraft Corporation lists the standard Il-96-300 at 55.345 metres in length, with a wingspan of 60.105 metres. It is powered by four PS-90A engines and has a published cruise speed of approximately 850–870 km/h.
Eurocontrol lists the aircraft at about 55.3 metres long and 60.11 metres in wingspan, with four PS-90A turbofan engines and a cruise performance of around Mach 0.83 under its published performance data.
Four engines and long-range capability
The Il-96-300 is powered by four PS-90A turbofan engines, each producing roughly 156–160 kilonewtons of thrust.
The four-engine configuration reflects the aircraft’s original long-haul design. It also provides additional engine redundancy, although the presence of four engines by itself does not make an aircraft automatically safer than modern twin-engine long-haul aircraft.
The United Aircraft Corporation lists a maximum take-off weight of about 240 tonnes, a maximum payload of 40 tonnes and a ferry range of up to 14,000 km for the standard Il-96-300. With maximum payload, the published range is approximately 8,400 km.
Other technical references give a range of around 7,500 km at maximum payload, rising to about 9,000 km with a 30-tonne payload and approximately 11,000 km with a lighter payload.
The actual operational range of Putin’s presidential aircraft is not publicly established, however, because its configuration differs substantially from the standard commercial aircraft.
What is inside Putin’s aircraft?
The presidential Il-96-300PU does not have the layout of an ordinary passenger aircraft.
Publicly available reports describe dedicated presidential and working areas, meeting facilities, accommodation for officials and guests, medical facilities and specialised communications equipment.
The aircraft is effectively designed to provide the Russian president with an airborne office and command environment rather than simply a VIP cabin.
The exact internal configuration is not fully public. Many details relating to the aircraft’s communications, security and operational systems remain classified.
That distinction is important because some descriptions circulating online combine confirmed information with speculation.
An airborne communications and command centre
The most important feature of the Il-96-300PU is arguably not its size or luxury interior but its communications capability.
The aircraft is designed to operate as a mobile command centre during national emergencies. Publicly reported specifications include encrypted communications, secure satellite links and protected radio and data channels intended to keep the Russian president connected with government and military networks while airborne.
The aircraft’s cockpit is also equipped with multiple multifunction displays and modern flight-control systems.
This ability to maintain secure communications while travelling is central to the aircraft’s role as a presidential command platform.
Security systems: what is known and what remains classified
The aircraft’s defensive capabilities have generated considerable interest.
Public reports have described electronic countermeasures, radar-jamming technology, infrared decoy systems and other protective measures intended to defend the aircraft against potential threats.
However, much of the aircraft’s actual security architecture remains classified.
For that reason, descriptions of the aircraft as “invincible”, completely “missile-proof” or impossible to attack should be treated with caution.
The more defensible description is that the Il-96-300PU is a heavily protected presidential aircraft equipped with specialised communications and defensive systems whose full capabilities are not publicly disclosed.
The word ‘РОССИЯ’ on the fuselage
One of the most recognisable features of the aircraft is the large Cyrillic inscription “РОССИЯ”, meaning “Russia”.
The marking is more than an identification label. As the aircraft of the Russian president, it serves as a highly visible symbol of the Russian state when Putin travels abroad.
Indian media reports noted the aircraft’s arrival in New Delhi and highlighted both its advanced communications capabilities and its distinctive Russian state markings.
Putin’s aircraft was not the only Russian aircraft involved
The logistical footprint of Putin’s visit extended beyond the presidential aircraft.
Three Russian military transport aircraft arrived at Noida International Airport ahead of the BRICS Summit and Putin’s visit, marking the first foreign aircraft landings at the newly operational airport, according to Indian media reports.
An Il-76 military transport aircraft was among the three aircraft. A Russian advance team and military personnel were reported to have arrived on board.
The arrival was also reported by the Times of India and Economic Times as part of preparations for Putin’s visit and the BRICS Summit.
The precise cargo carried by these aircraft has not been publicly disclosed. It would therefore be inappropriate to speculate about specific equipment or materials without official confirmation.
Nevertheless, the deployment illustrates the scale of logistical preparation involved in a high-level presidential visit.
Why Noida Airport mattered
The Russian military aircraft landing at Noida was notable for another reason: it was the first foreign aircraft operation at the newly operational airport, according to India Today.
The airport provided an additional aviation facility during a summit expected to generate substantial special-aircraft movements, including VVIP flights and delegation aircraft.
The use of more than one airport around the national capital also reflects the logistical complexity of hosting a major international summit involving several heads of state.
Decoy aircraft and presidential security
Another aspect of Putin’s aviation security has attracted attention: the use of identical or backup presidential aircraft.
Recent reporting has described the presence of multiple identical Il-96 aircraft during some international presidential movements, potentially making it more difficult for observers to determine which aircraft is carrying the Russian president.
However, details of the specific arrangements used for Putin’s September 2026 India visit have not been officially disclosed.
The distinction matters. The existence of multiple presidential aircraft is documented, but claims about exactly how they were deployed during this particular journey should be treated as reported rather than independently confirmed facts.
A flying symbol of Russian state power
The fascination with Putin’s aircraft ultimately goes beyond aviation.
The Il-96-300PU combines long-range transport, secure communications, presidential accommodation and specialised security systems in a single platform.
Its specifications are impressive: roughly 55 metres in length, a wingspan of about 60 metres, four engines and a cruise speed in the 850–870 km/h range for the standard aircraft.
But its significance lies in what happens inside the aircraft.
For the Russian president, the aircraft is intended to preserve continuity of government communication while he is thousands of kilometres away from Moscow.
That makes the “Flying Kremlin” less a luxury aircraft than a symbol of how modern states combine aviation, communications, security and political power.
Why the aircraft matters at BRICS
Putin’s aircraft has drawn particular attention during the New Delhi summit because his visit itself carries considerable geopolitical weight.
His appearance at the BRICS summit comes amid continuing tensions over the war in Ukraine, Western sanctions against Russia and a broader shift in Moscow’s diplomatic and economic engagement towards non-Western partners.
For India, Russia remains an important partner in defence, energy and strategic affairs. Friday’s Modi-Putin talks covered a broad range of economic and strategic issues.
For Moscow, the BRICS platform provides an opportunity to demonstrate that Russia remains engaged with major emerging economies despite its strained relations with the West.
In that context, the aircraft that carried Putin to Delhi becomes more than a machine.
It is a visible extension of the Russian state.
And that is why, as world leaders gather in New Delhi, the Il-96-300PU “Flying Kremlin” has attracted almost as much curiosity from aviation watchers and security analysts as the diplomatic meetings taking place on the ground.
