ABTO Proposes Four Tourism Reforms for Union Budget 2027–28

By Aniruddha Pal । Sangbad Prabahakar Times

SPT NEWS, NEW DELHI & KOLKATA, 25 October : The Association of Buddhist Tour Operators (ABTO) has submitted four proposals to the Ministry of Tourism, Government of India, for consideration in the Union Budget 2027–28, seeking greater tax clarity, faster administrative processes and improved financial certainty for tourism businesses.

In its submission dated October 23, 2026, ABTO recommended measures covering income tax administration, tax deduction at source (TDS), temporary customs procedures for tourism events and tax collection at source (TCS) on overseas tour packages. The proposals focus on administrative improvements and clearer procedures rather than new tax exemptions or changes to prevailing tax rates.

One of the key recommendations is to speed up the processing of applications for lower or nil TDS certificates. ABTO has proposed a service standard under which the completeness of an application would be checked within seven working days, with a decision normally targeted within 30 calendar days of receiving a complete application. The proposed timeline would exclude documented periods awaiting a response from the applicant. The association has also called for consolidated queries, supervisory review of overdue cases and reasoned status updates, while retaining individual assessments and existing safeguards.

ABTO has also sought clearer guidance on TDS applicable to different types of tourism transactions. Travel agents, tour package sellers, hotel service providers and transport contractors may operate under different contractual arrangements, potentially affecting the applicable withholding provisions and the amount on which tax must be deducted. The association has recommended that the Central Board of Direct Taxes issue a consolidated guidance document with practical examples covering agency commissions, package sales, third-party payments, hotel accommodation, rent, transport and event-related contracts. It has proposed that the guidance clarify documentation requirements, cancellation procedures and transitional arrangements without changing existing tax rates or thresholds.

The third proposal concerns temporary imports for tourism exhibitions, fairs and conferences. Such events often operate within fixed schedules, making predictable customs procedures important for organisers bringing in equipment and other eligible goods for temporary use. ABTO has recommended a common digital checklist, pre-arrival document submission, application tracking and electronic reconciliation of import and re-export records.

The association has also proposed that customs authorities target the issuance of a reasoned deficiency notice or completion of the closure process within 15 working days after receiving complete evidence of re-export. It has suggested piloting the system at two high-volume event gateways and reviewing its performance after six months. The proposal seeks to improve administrative predictability under existing eligibility conditions and does not call for reductions in customs duty rates.

The fourth recommendation addresses cancellations and partial refunds involving overseas tour programme packages. ABTO has proposed a booking-linked electronic mechanism to reconcile the original booking, the buyer’s Permanent Account Number (PAN), TCS statements, cancellation credit notes and bank refunds.

Under the proposed system, adjustments or refunds would be subject to verification of the buyer’s tax credit status to prevent duplicate benefits. The association has also called for clear procedures covering partial cancellations, retained cancellation charges and cases in which the buyer has already claimed or used the corresponding tax credit. The proposal concerns the administration of cancellations and refunds, not a further reduction in the prevailing TCS rate.

According to ABTO, these measures could help tourism businesses reduce administrative uncertainty, improve cash-flow management and minimise avoidable compliance costs. The proposed changes could benefit operators across Buddhist, cultural and other tourism segments. However, the submission does not quantify the potential industry-wide financial savings or the overall revenue implications of the recommendations.

Established in Nalanda, Bihar, in 2015, ABTO is a non-governmental, non-profit and non-political organisation focused on tourism, particularly Buddhist pilgrimage, spiritual and cultural tourism. According to information provided by the association, it works with tourism stakeholders and organisations across more than 25 countries.

Through its submission to the Ministry of Tourism, ABTO has requested that the four recommendations be considered during the formulation of the Union Budget 2027–28 and the associated administrative framework. The proposals remain recommendations for consideration and are subject to examination by the relevant authorities.
