এসপিটি নিউজ, কলকাতা, ২৮ সেপ্টেম্বর: বিশ্ব পর্যটন দিবস উপলক্ষে পশ্চিমবঙ্গের পর্যটন শিল্পে বিনিয়োগের নতুন সম্ভাবনার দরজা খুলে দিল রাজ্য সরকারের আয়োজিত পর্যটন পুঁজিপতি সম্মেলন। ২৭ সেপ্টেম্বর কলকাতার তাজ বেঙ্গলের ক্রিস্টাল হলে অনুষ্ঠিত এই সম্মেলনে রাজ্যে মোট ১২,৫৩৪ কোটি টাকার বিনিয়োগ প্রস্তাব উঠে এসেছে। সংশ্লিষ্ট বিনিয়োগগুলি বাস্তবায়িত হলে প্রায় ২১,৮১৪টি প্রত্যক্ষ কর্মসংস্থানের সম্ভাবনা তৈরি হবে বলে সম্মেলনে জানানো হয়েছে।
সম্মেলনের মূল ভাবনা ছিল— ‘সংকল্প থেকে লগ্নির অভিমুখে—যেখানে ভারত এক নতুন রূপ পায়’। রাজ্যের পর্যটন শিল্পে নতুন বিনিয়োগ, কর্মসংস্থান সৃষ্টি, পর্যটন পরিকাঠামোর সম্প্রসারণ এবং বিভিন্ন অঞ্চলের সম্ভাবনাকে অর্থনৈতিক কর্মকাণ্ডের সঙ্গে যুক্ত করাই ছিল এই আয়োজনের অন্যতম লক্ষ্য। সম্মেলনে মোট ৩৭টি শিল্পগোষ্ঠী ও প্রতিষ্ঠান অংশ নেয়।
পর্যটনকে অর্থনীতি ও কর্মসংস্থানের শক্তি হিসেবে দেখার বার্তা
সম্মেলনের শেষে সাংবাদিকদের মুখোমুখি হয়ে রাজ্যের পর্যটন ও সংসদীয় বিষয়ক মন্ত্রী ড. শঙ্কর ঘোষ বলেন, রাজ্যে বিনিয়োগের ক্ষেত্রে একটি ইতিবাচক পরিবেশ তৈরি হয়েছে। তাঁর বক্তব্য অনুযায়ী, এদিন রাজ্য সরকারের আধিকারিকদের উপস্থিতিতে বিনিয়োগকারীরা মোট ১২,৫৩৪ কোটি টাকার বিনিয়োগ প্রস্তাব ঘোষণা করেছেন। একই সঙ্গে কর্মসংস্থানের বিষয়টিও গুরুত্ব পেয়েছে।
মন্ত্রী বলেন, প্রস্তাবিত বিনিয়োগগুলি যাতে বাস্তবে কার্যকর হয়, সে বিষয়ে সরকার গুরুত্ব দিচ্ছে। বিনিয়োগকারীরা কোনও আইনসঙ্গত সমস্যার মুখোমুখি হলে তা সমাধানে প্রশাসনিক সহযোগিতা দেওয়ার আশ্বাসও দেওয়া হয়েছে।
ড. ঘোষের বক্তব্যে পর্যটনকে শুধু ভ্রমণ বা বিনোদনের ক্ষেত্র হিসেবে নয়, রাজস্ব সংগ্রহ এবং কর্মসংস্থান সৃষ্টির একটি গুরুত্বপূর্ণ অর্থনৈতিক শক্তি হিসেবেও তুলে ধরা হয়।
নীতির বাস্তবায়নের আগেই বিপুল বিনিয়োগের প্রস্তাব
সাংবাদিক সম্মেলনে পর্যটনমন্ত্রী বিশেষভাবে উল্লেখ করেন, প্রস্তাবিত বিনিয়োগের ক্ষেত্রে এখনও পর্যটন শিল্প সংক্রান্ত নতুন নীতির পূর্ণ বাস্তবায়ন হয়নি। জমি বরাদ্দের বিষয়েও এই সম্মেলনে কোনও নির্দিষ্ট ঘোষণা করা হয়নি। তাঁর বক্তব্য, এই অবস্থাতেই বিনিয়োগকারীদের কাছ থেকে ১২,৫৩৪ কোটি টাকার প্রস্তাব আসা রাজ্যের পর্যটন শিল্প নিয়ে তাঁদের ইতিবাচক মনোভাবের ইঙ্গিত।
মন্ত্রী বলেন, পর্যটন শিল্পের জন্য নির্ধারিত নীতি ও সহায়ক ব্যবস্থা পূর্ণাঙ্গভাবে কার্যকর হওয়ার পরে বিনিয়োগের পরিমাণ আরও কতটা বৃদ্ধি পেতে পারে, সেই সম্ভাবনার একটি প্রাথমিক চিত্র এই সম্মেলনের মাধ্যমে সামনে এসেছে।
তাঁর কথায়, রাজ্যের ইতিহাস, ঐতিহ্য, সংস্কৃতি ও পর্যটন সম্পদকে বৃহত্তর পরিসরে তুলে ধরার ক্ষেত্রেও পর্যটন দপ্তর কাজ করবে।
তিন প্রধান ক্ষেত্রে বিনিয়োগের বিস্তার
সম্মেলনে প্রকাশিত তথ্য অনুযায়ী, ১২,৫৩৪ কোটি টাকার প্রস্তাবিত বিনিয়োগ মূলত তিনটি বৃহৎ ক্ষেত্রে ভাগ করা হয়েছে।
প্রথমত, নগরাঞ্চল ও ব্যবসায়িক বিলাস-পর্যটন ক্ষেত্রে প্রায় ৫,৭৯০ কোটি টাকার বিনিয়োগের প্রস্তাব এসেছে।
দ্বিতীয়ত, চা-পর্যটন ও পাহাড়ি পর্যটনকেন্দ্রিক ক্ষেত্রে প্রায় ৩,৮৪৫ কোটি টাকার বিনিয়োগের পরিকল্পনা রয়েছে।
তৃতীয়ত, ঐতিহ্য, স্বাস্থ্য-স্বচ্ছন্দ্য এবং পরিবেশবান্ধব পর্যটন ক্ষেত্রে প্রায় ২,৮৯৯ কোটি টাকার বিনিয়োগের প্রস্তাব রয়েছে। এই বণ্টন থেকে স্পষ্ট যে, বিনিয়োগের পরিধি শুধু শহরকেন্দ্রিক পর্যটন পরিকাঠামোয় সীমাবদ্ধ থাকছে না। পাহাড়, চা-বাগান, ঐতিহ্যবাহী অঞ্চল, উপকূল, পরিবেশবান্ধব পর্যটন এবং স্বাস্থ্য-স্বচ্ছন্দ্যকেন্দ্রিক পর্যটনও বিনিয়োগের গুরুত্বপূর্ণ ক্ষেত্র হিসেবে উঠে এসেছে।
অম্বুজা নিওটিয়া থেকে আর্য চা—বড় লগ্নিকারীদের উপস্থিতি
প্রস্তাবিত বিনিয়োগের ক্ষেত্রে একাধিক বড় শিল্পগোষ্ঠী ও প্রতিষ্ঠান অংশ নিয়েছে। তালিকার শীর্ষে রয়েছে অম্বুজা নিওটিয়া গোষ্ঠী, প্রায় ৩,০১৫ কোটি টাকার প্রস্তাবিত বিনিয়োগ নিয়ে।
এর পরে রয়েছে আর্য চা কোম্পানি, প্রায় ৯১৫ কোটি টাকা; শ্রী বালাজি গোষ্ঠী, প্রায় ৮০০ কোটি টাকা; কেকে গোষ্ঠী, প্রায় ৭০০ কোটি টাকা; মার্লিন গোষ্ঠী, প্রায় ৬৫০ কোটি টাকা; সোনার বাংলা হোটেল, প্রায় ৬০৫ কোটি টাকা এবং দ্য পার্ক, প্রায় ৫৭৫ কোটি টাকার প্রস্তাবিত বিনিয়োগ নিয়ে।
এছাড়াও এমএলএ গোষ্ঠী, এলবিজি গোষ্ঠী-সহ একাধিক প্রতিষ্ঠান বিভিন্ন পর্যটন প্রকল্পে বিনিয়োগের আগ্রহ প্রকাশ করেছে।
পাহাড় থেকে সুন্দরবন—বিস্তৃত হচ্ছে বিনিয়োগের ভৌগোলিক পরিধি
এই সম্মেলনের অন্যতম তাৎপর্য হল রাজ্যের বিভিন্ন প্রান্তকে বিনিয়োগের সম্ভাব্য পর্যটন ক্ষেত্র হিসেবে চিহ্নিত করা।
উত্তরবঙ্গের দার্জিলিং, শিলিগুড়ি, মাটিগাড়া, জলপাইগুড়ি, ডুয়ার্স, কালিম্পং এবং চালসা অঞ্চলে চা-পর্যটন, পাহাড়ি পর্যটন, আবাসন এবং পর্যটন পরিকাঠামো উন্নয়নের প্রস্তাব রয়েছে।
মধ্য ও দক্ষিণ-পশ্চিমাঞ্চলে মায়াপুর, নদিয়া, দুর্গাপুর, বর্ধমান, পুরুলিয়া ও বাঁকুড়াকে কেন্দ্র করে ঐতিহ্য, প্রকৃতি, স্বাস্থ্য-স্বচ্ছন্দ্য এবং অবকাশভিত্তিক পর্যটনের পরিকাঠামো গড়ে তোলার সম্ভাবনা সামনে এসেছে।
অন্যদিকে কলকাতা ও নিউ টাউনকে ঘিরে নগরভিত্তিক পর্যটন, ব্যবসায়িক পর্যটন ও উন্নত আবাসন পরিকাঠামোর পাশাপাশি সুন্দরবন, দক্ষিণ ২৪ পরগনা এবং পূর্ব মেদিনীপুরের উপকূলীয় অঞ্চলকেও বিনিয়োগের মানচিত্রে রাখা হয়েছে। ফলে প্রস্তাবিত বিনিয়োগের ভৌগোলিক বিস্তার কলকাতা থেকে উত্তরবঙ্গের পাহাড়, ডুয়ার্স, জঙ্গলমহল এবং বঙ্গোপসাগর-সংলগ্ন উপকূল পর্যন্ত ছড়িয়ে পড়ছে।
বিনিয়োগকারীদের প্রশাসনিক সহযোগিতার আশ্বাস
সাংবাদিক সম্মেলনে পর্যটনমন্ত্রী জানান, বিনিয়োগের প্রস্তাব ঘোষণার পর সবচেয়ে গুরুত্বপূর্ণ বিষয় হল সেগুলিকে বাস্তব প্রকল্পে রূপ দেওয়া। সেই কারণে বিনিয়োগকারীরা যাতে আইনসঙ্গত কোনও প্রশাসনিক বা অন্যান্য সমস্যার মুখোমুখি হলে যথাযথ সহায়তা পান, সেই বিষয়ে রাজ্য সরকারের পক্ষ থেকে সহযোগিতার আশ্বাস দেওয়া হয়েছে।
বড় অঙ্কের বিনিয়োগকারীদের জন্য বিশেষ সহায়তার ব্যবস্থার কথাও সম্মেলনে উঠে এসেছে। পর্যটন পরিকাঠামোকে আরও আধুনিক করার পাশাপাশি নতুন প্রযুক্তির ব্যবহারেও জোর দেওয়া হচ্ছে বলে জানানো হয়।
প্রযুক্তি ও পর্যটনের নতুন সংযোগ
পর্যটন ব্যবস্থাকে আধুনিক করে তুলতে প্রযুক্তির ব্যবহারকে গুরুত্ব দেওয়ার কথাও এদিন উঠে আসে। পর্যটন দপ্তরের নতুন তথ্যপ্রযুক্তিনির্ভর মাধ্যমের আনুষ্ঠানিক উদ্বোধন করা হয়।
পর্যটন পরিষেবা, তথ্যপ্রাপ্তি এবং পর্যটনস্থল সম্পর্কে মানুষের কাছে আরও সহজে তথ্য পৌঁছে দেওয়ার ক্ষেত্রে প্রযুক্তির ব্যবহার আগামী দিনে গুরুত্বপূর্ণ ভূমিকা নিতে পারে বলে মনে করছে দপ্তর।
শুধু কলকাতা নয়, গোটা রাজ্যকে বিনিয়োগের মানচিত্রে আনার লক্ষ্য
সম্মেলনের সামগ্রিক চিত্রে একটি বিষয় স্পষ্ট—পশ্চিমবঙ্গের পর্যটন বিনিয়োগকে শুধু কলকাতা ও তার আশপাশের অঞ্চলে সীমাবদ্ধ না রেখে রাজ্যের বিভিন্ন পর্যটন সম্ভাবনাময় অঞ্চলকে একই অর্থনৈতিক কাঠামোর মধ্যে আনার চেষ্টা করা হচ্ছে।
পাহাড় ও চা-বাগান, ডুয়ার্সের প্রকৃতি, নদিয়া ও মায়াপুরের ধর্মীয় ও সাংস্কৃতিক ঐতিহ্য, পুরুলিয়া-বাঁকুড়ার প্রকৃতি ও লোকসংস্কৃতি, কলকাতার নগর পর্যটন এবং সুন্দরবন ও উপকূলীয় অঞ্চলের প্রাকৃতিক সম্পদ—সবকিছুকেই সম্ভাব্য বিনিয়োগ ক্ষেত্র হিসেবে সামনে আনা হয়েছে।
বিশ্ব পর্যটন দিবসে আয়োজিত এই সম্মেলনে ঘোষিত ১২,৫৩৪ কোটি টাকার বিনিয়োগ প্রস্তাব তাই শুধু একটি আর্থিক অঙ্ক নয়; এর সঙ্গে জড়িয়ে রয়েছে রাজ্যের বিভিন্ন অঞ্চলে পর্যটন পরিকাঠামো সম্প্রসারণ এবং প্রত্যক্ষ কর্মসংস্থানের সম্ভাবনা। তবে ঘোষিত প্রস্তাবগুলি বাস্তবে কতটা এবং কী সময়ের মধ্যে প্রকল্পে রূপ নেয়, আগামী দিনে তার ওপরই এই বিনিয়োগ উদ্যোগের প্রকৃত সাফল্য নির্ভর করবে।

World Tourism Day in Kolkata: West Bengal Receives ₹12,534 Crore Investment Proposals
Tourism Investors Meet draws 37 industry groups, with 21,814 direct jobs projected across urban, hill, heritage and coastal destinations

SPT NEWS, | Kolkata, September 28, 2026: West Bengal’s tourism sector received investment proposals worth ₹12,534 crore at a Tourism Investors Meet held in Kolkata on September 27 to mark World Tourism Day 2026, signalling growing investor interest in the state’s tourism infrastructure and destination development.
Held at the Crystal Hall of Taj Bengal, the summit brought together 37 industry groups and institutions and focused on converting investment intent into tourism projects across different regions of West Bengal. The proposed investments are projected to generate around 21,814 direct employment opportunities, according to figures presented at the event.
The summit was organised around the theme, “From Intent to Investment – Where India Feels Different.”
West Bengal Tourism and Parliamentary Affairs Minister Dr Shankar Ghosh, who addressed the media after the summit, said the government would facilitate the implementation of the investment proposals and extend assistance to investors facing legitimate administrative or legal difficulties.
The minister said the investment proposals had emerged even before the full implementation of the state’s tourism industry policy and before any specific land allocation was announced at the investors’ meet. He said the response demonstrated the investment potential of the state’s tourism sector and indicated the scope for further investment once the policy framework and associated mechanisms are fully operational.
Three major investment segments
According to the figures presented at the summit, the proposed investment of ₹12,534 crore is spread across three broad tourism segments.
Around ₹5,790 crore has been proposed for urban and business luxury tourism, covering major urban centres and hospitality infrastructure.
A further ₹3,845 crore has been proposed for tea tourism and hill resorts, particularly across the northern districts and the Himalayan and Dooars regions.
The remaining ₹2,899 crore has been earmarked for heritage, wellness and eco-tourism, reflecting an emphasis on destination diversification and experience-based tourism.
Major investors
The list of major proposed investors includes Ambuja Neotia Group, with an investment proposal of around ₹3,015 crore, followed by Arya Tea Company Ltd. with ₹915 crore and Sree Balaji Group with ₹800 crore.
Other prominent names include KK Group with ₹700 crore, Merlin Group with ₹650 crore, Sonar Bangla Hotel with ₹605 crore and The Park with ₹575 crore.
Proposals have also been associated with several other business groups and tourism-related enterprises across different parts of the state.
Investment footprint stretches from the hills to the coast
The proposed investments cover a wide geographical area, extending from north Bengal to the southern and coastal districts.
In Darjeeling, Siliguri, Matigara, Jalpaiguri, the Dooars, Kalimpong and Chalsa, the proposed projects include tea tourism, hill resorts, hospitality and supporting tourism infrastructure.
The Mayapur-Nadia region, along with Durgapur, Bardhaman, Purulia and Bankura, has emerged as another investment corridor, with proposals linked to heritage, wellness, nature and leisure tourism.
In and around Kolkata and New Town, investment proposals focus on urban hospitality, business tourism and tourism infrastructure. The Sundarbans, South 24 Parganas and coastal areas of East Midnapore have also featured in the proposed investment footprint, particularly in relation to coastal, river-based and nature tourism.
Government promises facilitation for investors
Addressing the media, Minister Shankar Ghosh emphasised that announcing investment proposals was only the first step and that their effective implementation would remain important.
He said the government would seek to ensure that investors receive appropriate assistance if they encounter legitimate administrative or legal issues during the process of developing their projects.
The minister also highlighted tourism’s potential to contribute simultaneously to revenue generation and employment creation, positioning the sector as an important component of the state’s wider economic activity.
Technology enters the tourism development agenda
The summit also placed emphasis on the role of technology in modernising tourism services. The tourism department’s new digital platform was formally launched during the programme.
The use of digital technology and emerging tools, including artificial intelligence, is expected to play a growing role in tourism information, visitor services and destination promotion.
A wider tourism investment map for West Bengal
The investment proposals announced on World Tourism Day indicate an attempt to broaden the state’s tourism economy beyond Kolkata and established destinations.
From the tea gardens and Himalayan landscape of north Bengal to the cultural and religious heritage of Nadia, the forests and landscapes of Purulia and Bankura, the urban tourism ecosystem of Kolkata and the ecological attractions of the Sundarbans and coastal belt, the proposed projects cover a diverse range of tourism assets.
The ₹12,534-crore investment proposal therefore represents a significant pipeline of potential projects rather than completed investment. The eventual economic and employment impact will depend on the conversion of these proposals into sanctioned and operational projects.
For West Bengal, the investors’ meet has nevertheless placed tourism investment, destination development and employment generation at the centre of the state’s World Tourism Day agenda.
