এসপিটি নিউজ, কলকাতা, ২২ সেপ্টেম্বর ২০২৬: কলকাতাকেন্দ্রিক বিমান যোগাযোগের উপর নির্ভরতা কমিয়ে পশ্চিমবঙ্গের বিভিন্ন অঞ্চলকে সরাসরি আকাশপথে যুক্ত করার উদ্যোগ নতুন পর্যায়ে প্রবেশ করতে চলেছে। কেন্দ্রীয় সরকারের আঞ্চলিক বিমান যোগাযোগ প্রকল্প ‘উড়ান’-এর পরবর্তী পর্যায়ের জন্য আগামী ২৮ সেপ্টেম্বর পশ্চিমবঙ্গের সঙ্গে কেন্দ্রের চুক্তি স্বাক্ষরের কথা রয়েছে। কেন্দ্রীয় অসামরিক বিমান পরিবহণ মন্ত্রী রাম মোহন নাইডু মঙ্গলবার জানিয়েছেন, ইতিমধ্যেই ২১টি রাজ্য এই পর্যায়ের জন্য চুক্তি করেছে এবং পশ্চিমবঙ্গের চুক্তি ২৮ সেপ্টেম্বর হওয়ার কথা।
পশ্চিমবঙ্গের ক্ষেত্রে এই উদ্যোগের গুরুত্ব শুধু বিমান পরিষেবা সম্প্রসারণে সীমাবদ্ধ নয়। রাজ্যের প্রস্তাবিত নতুন আঞ্চলিক বিমানবন্দরগুলির সঙ্গে পুরুলিয়া, বালুরঘাট, হাসিমারা এবং কলাইকুণ্ডার মতো পর্যটন ও অর্থনৈতিকভাবে গুরুত্বপূর্ণ অঞ্চলকে বৃহত্তর বিমান যোগাযোগের আওতায় আনার পরিকল্পনা রয়েছে। এর ফলে কলকাতাকে একমাত্র প্রবেশদ্বার হিসেবে ব্যবহার না করে রাজ্যের বিভিন্ন পর্যটন অঞ্চলে সরাসরি পৌঁছনোর সম্ভাবনা তৈরি হতে পারে।
চার নতুন বিমানবন্দরের পরিকল্পনা
রাজ্য সরকারের সাম্প্রতিক ঘোষণায় UDAN-এর আওতায় পুরুলিয়ার ছররা, দক্ষিণ দিনাজপুরের বালুরঘাট, আলিপুরদুয়ারের হাসিমারা এবং পশ্চিম মেদিনীপুরের কলাইকুণ্ডায় বিমানবন্দর উন্নয়নের পরিকল্পনার কথা জানানো হয়েছে। প্রয়োজনীয় জমি এয়ারপোর্টস অথরিটি অব ইন্ডিয়াকে দেওয়ার প্রক্রিয়াও পরিকল্পনার অংশ।
এর মধ্যে পুরুলিয়ার ছররা বিমানবন্দরকে ঘিরে বিশেষ গুরুত্ব দেওয়া হচ্ছে। রাজ্য সরকারের পক্ষ থেকে প্রায় ২,০০০ কোটি টাকা বিনিয়োগের পরিকল্পনার কথা জানানো হয়েছে। পুরুলিয়ায় বিমান যোগাযোগকে পর্যটন, শিল্প ও পরিকাঠামোগত উন্নয়নের সঙ্গে যুক্ত করার কথা বলা হয়েছে।
পুরুলিয়ার ক্ষেত্রে এর সম্ভাব্য প্রভাব বিশেষভাবে গুরুত্বপূর্ণ। অযোধ্যা পাহাড়, মুরগুমা, বামনি জলপ্রপাত, জয়চণ্ডী পাহাড়, পাঞ্চেত অঞ্চল এবং জেলার লোকসংস্কৃতি ও ঐতিহ্যকে কেন্দ্র করে পর্যটনের যে সম্ভাবনা রয়েছে, উন্নত বিমান যোগাযোগ সেই বাজারে নতুন পর্যটক আনতে পারে। তবে বিমানবন্দর তৈরি হওয়া এবং নিয়মিত বাণিজ্যিক উড়ান চালু হওয়া এক বিষয় নয়; পর্যটনের বাস্তব সুফল নির্ভর করবে বিমান সংস্থার রুট, উড়ানের নিয়মিততা, ভাড়া এবং বিমানবন্দর থেকে পর্যটনকেন্দ্রে শেষ পর্যায়ের সড়ক যোগাযোগের উপর।
বালুরঘাট ও উত্তরবঙ্গের নতুন সম্ভাবনা
বালুরঘাটকে বিমান যোগাযোগের আওতায় আনার পরিকল্পনা দক্ষিণ দিনাজপুরের পর্যটন সম্ভাবনাকে নতুনভাবে সামনে আনতে পারে। জেলার ঐতিহাসিক স্থান, প্রত্নসম্পদ, স্থানীয় সংস্কৃতি এবং উত্তরবঙ্গের বৃহত্তর পর্যটন নেটওয়ার্কের সঙ্গে এই বিমানবন্দরকে যুক্ত করা গেলে কলকাতা-নির্ভর যাতায়াতের বিকল্প তৈরি হতে পারে।
অন্যদিকে হাসিমারা উত্তরবঙ্গের ডুয়ার্স ও সংলগ্ন পর্যটন অঞ্চলের জন্য একটি গুরুত্বপূর্ণ বিমান-প্রবেশদ্বার হয়ে উঠতে পারে। জয়ন্তী, বক্সা, জলদাপাড়া, আলিপুরদুয়ার এবং ডুয়ার্সের অন্যান্য গন্তব্যে পর্যটকদের যাতায়াতের ক্ষেত্রে আকাশপথের সংযোগ সময় কমানোর সুযোগ তৈরি করতে পারে।
কলাইকুণ্ডা: জঙ্গলমহলের আকাশপথের সম্ভাবনা
পশ্চিম মেদিনীপুরের কলাইকুণ্ডাকেও প্রস্তাবিত চারটি বিমান প্রকল্পের মধ্যে রাখা হয়েছে। এই অঞ্চলকে কেন্দ্র করে জঙ্গলমহলের বিস্তৃত পর্যটন নেটওয়ার্ক তৈরি করার সুযোগ রয়েছে।
কলাইকুণ্ডার বিমান যোগাযোগ কার্যকর হলে পশ্চিম মেদিনীপুরের পাশাপাশি ঝাড়গ্রাম ও পার্শ্ববর্তী অঞ্চলের পর্যটনকেন্দ্রগুলির সঙ্গে আকাশপথের সংযোগ গড়ে তোলার সম্ভাবনা তৈরি হতে পারে। বিশেষত প্রকৃতি, বন, লোকসংস্কৃতি এবং গ্রামীণ পর্যটনকে কেন্দ্র করে একটি সমন্বিত পর্যটন সার্কিট তৈরির সুযোগ রয়েছে।
কলকাতার বিকল্প বিমানকেন্দ্রের পরিকল্পনাও এগোচ্ছে
আঞ্চলিক বিমানবন্দরগুলির পাশাপাশি পশ্চিমবঙ্গে কলকাতার জন্য একটি দ্বিতীয় গ্রিনফিল্ড বিমানবন্দর তৈরির পরিকল্পনাও এগোচ্ছে। রাজ্য সরকার নদিয়ার কল্যাণী অঞ্চলে প্রায় ২,০০০ একর জমি চিহ্নিত করার প্রক্রিয়া শুরু করেছে বলে সরকারি সংবাদমাধ্যম জানিয়েছে। প্রকল্পটির লক্ষ্য কলকাতার বর্তমান বিমানবন্দরের উপর চাপ কমানো এবং দক্ষিণবঙ্গের বিমান যোগাযোগ আরও সম্প্রসারিত করা।
অর্থাৎ পশ্চিমবঙ্গে বিমান পরিকাঠামোর পরিকল্পনাটি একই সঙ্গে দুই দিকে এগোচ্ছে—একদিকে কলকাতার বিকল্প বৃহৎ বিমানকেন্দ্র তৈরির ভাবনা, অন্যদিকে রাজ্যের বিভিন্ন প্রান্তে ছোট ও আঞ্চলিক বিমানবন্দর গড়ে তোলার উদ্যোগ।
নতুন UDAN-এর পরিসর আরও বড়
কেন্দ্রীয় সরকারের Modified UDAN প্রকল্প ২০২৬-২৭ অর্থবর্ষ থেকে ২০৩৫-৩৬ পর্যন্ত দশ বছর চালানোর পরিকল্পনা রয়েছে। এর জন্য ২৮,৮৪০ কোটি টাকা বরাদ্দ করা হয়েছে। প্রকল্পের আওতায় ১০০টি নতুন বিমানবন্দর এবং ২০০টি আধুনিক হেলিপ্যাড তৈরির লক্ষ্য রাখা হয়েছে।
নতুন পর্যায়ে ১২০টি নতুন গন্তব্যকে বিমান যোগাযোগের আওতায় আনার লক্ষ্যও ঘোষণা করা হয়েছে। পাশাপাশি ছোট বিমানবন্দরগুলির পরিচালন ও রক্ষণাবেক্ষণ সহায়তা এবং বিমান সংস্থাগুলির জন্য দীর্ঘমেয়াদি সহায়তার ব্যবস্থাও রাখা হয়েছে।
সরকারের হিসাবে, UDAN-এর প্রথম পর্যায়ে গত প্রায় এক দশকে ৯৫টি বিমানবন্দর, হেলিপোর্ট ও জলবিমানঘাটে ৬৭৯টি রুট চালু হয়েছে এবং ১.৬৮ কোটির বেশি যাত্রী এই প্রকল্পের আওতায় বিমান পরিষেবা পেয়েছেন।
পর্যটনের সঙ্গে বিমান যোগাযোগের সরাসরি সম্পর্ক
কেন্দ্রীয় পর্যটন মন্ত্রকও স্বীকার করেছে যে পর্যটন গন্তব্যের উন্নয়নে যোগাযোগ ব্যবস্থা একটি মৌলিক বিষয়। পর্যটন মন্ত্রক ইতিমধ্যে অসামরিক বিমান পরিবহণ মন্ত্রকের সঙ্গে কাজ করে পর্যটনকেন্দ্রিক ৫৩টি UDAN রুটে ভায়াবিলিটি গ্যাপ ফান্ডিং-এর মাধ্যমে সহায়তা করছে। লক্ষ্য, গুরুত্বপূর্ণ পর্যটনকেন্দ্রের পাশাপাশি অপেক্ষাকৃত কম পরিচিত গন্তব্যগুলির যোগাযোগ উন্নত করা।
পশ্চিমবঙ্গের ক্ষেত্রে এই নীতির তাৎপর্য আরও বেশি। কারণ রাজ্যের পর্যটনভূগোল একদিকে হিমালয় ও ডুয়ার্স থেকে অন্যদিকে জঙ্গলমহল, নদীয়া-মুর্শিদাবাদের ঐতিহ্য, উপকূলীয় অঞ্চল এবং দক্ষিণবঙ্গের সাংস্কৃতিক পর্যটন পর্যন্ত বিস্তৃত।
তবে বিমানবন্দর তৈরি হলেই কি পর্যটনের মানচিত্র বদলে যাবে?
এর উত্তর নির্ভর করবে একাধিক বিষয়ের উপর।
প্রথমত, বিমানবন্দর নির্মাণের পাশাপাশি নিয়মিত বাণিজ্যিক উড়ান নিশ্চিত করতে হবে। দ্বিতীয়ত, পর্যটকদের জন্য ভাড়া কতটা নাগালের মধ্যে থাকে, সেটিও গুরুত্বপূর্ণ। তৃতীয়ত, বিমানবন্দর থেকে পর্যটনকেন্দ্র পর্যন্ত সড়ক যোগাযোগ, গণপরিবহণ, হোটেল, গাইড, স্থানীয় পর্যটন পরিষেবা এবং ডিজিটাল তথ্যব্যবস্থাকে একই সঙ্গে উন্নত করতে হবে।
চতুর্থত, নতুন বিমানপথকে বিচ্ছিন্ন রুট হিসেবে না দেখে পর্যটন সার্কিটের অংশ হিসেবে পরিকল্পনা করতে হবে। যেমন পুরুলিয়া বিমানবন্দরকে শুধু কলকাতার সঙ্গে যুক্ত না করে দিল্লি, মুম্বই, বেঙ্গালুরু বা উত্তর-পূর্ব ভারতের সম্ভাব্য বাজারের সঙ্গে সংযোগ করা গেলে তার পর্যটনগত প্রভাব ভিন্ন মাত্রা পেতে পারে।
একইভাবে হাসিমারা যদি ডুয়ার্সের প্রবেশদ্বার হিসেবে পরিকল্পিত হয়, তাহলে বিমান পরিষেবার সঙ্গে বক্সা, জয়ন্তী, জলদাপাড়া, কোচবিহার এবং ভুটান-সংলগ্ন পর্যটন প্রবাহকে যুক্ত করার মতো সমন্বিত পরিবহণ পরিকল্পনা প্রয়োজন হবে।
কলকাতাকেন্দ্রিক পর্যটন থেকে বহু–কেন্দ্রিক পর্যটনের দিকে?
বর্তমানে পশ্চিমবঙ্গে দূরবর্তী পর্যটন গন্তব্যে যাওয়ার ক্ষেত্রে কলকাতা একটি প্রধান প্রবেশদ্বার। নতুন বিমানবন্দর ও বিমানপথগুলি কার্যকর হলে ভবিষ্যতে এই কাঠামো ধীরে ধীরে পরিবর্তিত হওয়ার সুযোগ রয়েছে।
পুরুলিয়ার জন্য আলাদা আকাশপথ, ডুয়ার্সের জন্য হাসিমারা, দক্ষিণ দিনাজপুরের জন্য বালুরঘাট এবং জঙ্গলমহলের জন্য কলাইকুণ্ডা—এই ধরনের আঞ্চলিক প্রবেশদ্বার তৈরি হলে পশ্চিমবঙ্গের পর্যটন মানচিত্র আরও বহু–কেন্দ্রিক হতে পারে।
তবে ২৮ সেপ্টেম্বরের চুক্তি নিজে থেকে এই পরিবর্তন ঘটাবে না। এটি হবে সেই বৃহত্তর প্রক্রিয়ার একটি গুরুত্বপূর্ণ প্রাতিষ্ঠানিক ধাপ। বিমানবন্দর নির্মাণ, রুট নির্ধারণ, বিমান সংস্থার অংশগ্রহণ এবং পরিষেবা চালুর পরই বোঝা যাবে প্রকল্পগুলি বাস্তবে কতটা কার্যকর হচ্ছে।
নজর থাকবে ২৮ সেপ্টেম্বরের দিকে
পশ্চিমবঙ্গের সঙ্গে কেন্দ্রের UDAN চুক্তি স্বাক্ষরের দিন তাই শুধু একটি প্রশাসনিক আনুষ্ঠানিকতা হিসেবে দেখা হচ্ছে না। এটি রাজ্যের আঞ্চলিক বিমান যোগাযোগের ভবিষ্যৎ পরিকল্পনার একটি গুরুত্বপূর্ণ সূচক হয়ে উঠতে পারে।
একদিকে কল্যাণীতে সম্ভাব্য দ্বিতীয় গ্রিনফিল্ড বিমানবন্দর, অন্যদিকে পুরুলিয়া, বালুরঘাট, হাসিমারা ও কলাইকুণ্ডার আঞ্চলিক বিমানবন্দর—এই সমান্তরাল উদ্যোগগুলি বাস্তবায়িত হলে কলকাতাকেন্দ্রিক বিমান ব্যবস্থার পাশাপাশি পশ্চিমবঙ্গের নিজস্ব আঞ্চলিক বিমান নেটওয়ার্ক গড়ে ওঠার সুযোগ তৈরি হবে।
আর সেই নেটওয়ার্ক যদি পর্যটন, সড়ক ও রেল যোগাযোগ, স্থানীয় অর্থনীতি এবং পর্যটন পরিষেবার সঙ্গে সমন্বিতভাবে গড়ে ওঠে, তাহলে পশ্চিমবঙ্গের পর্যটন মানচিত্রে একটি কাঠামোগত পরিবর্তনের সম্ভাবনা তৈরি হতে পারে।
২৮ সেপ্টেম্বরের চুক্তি তাই শেষ নয়—বরং বাংলার আঞ্চলিক বিমান ও পর্যটন যোগাযোগের পরবর্তী অধ্যায়ের সূচনা কি না, এখন সেদিকেই নজর।

West Bengal Moves to Expand Regional Air Connectivity Under UDAN
Four regional airport projects and a proposed greenfield airport near Kalyani could reduce Kolkata-centric dependence and open new gateways for tourism

SPT NEWS, KOLKATA, September 22, 2026: West Bengal is preparing to take a significant step towards expanding regional air connectivity, with the state government set to sign an agreement with the Centre on September 28 under the government’s UDAN regional connectivity programme.
The agreement is expected to cover the development of four airport projects at Chharra in Purulia, Balurghat in South Dinajpur, Hasimara in Alipurduar and Kalaikunda in West Midnapore, according to government and official reports. The projects are intended to improve air access to areas beyond Kolkata and strengthen regional economic and tourism links.
The move comes as the Centre expands the UDAN programme into a new decade-long phase aimed at connecting underserved and unserved regions.
Union Civil Aviation Minister K. Ram Mohan Naidu said this week that 21 states had already signed agreements for the next phase, with West Bengal scheduled to sign its agreement on September 28.
Four regional gateways
The proposed projects cover four geographically distinct parts of West Bengal.
At Chharra in Purulia, the state has earmarked about Rs 2,000 crore for airport development, according to an announcement by Chief Minister Suvendu Adhikari. The project is expected to improve access to Purulia town, industrial areas and nearby tourist destinations, including the Ayodhya Hills.
For a district increasingly associated with its hills, forests, waterfalls and cultural attractions, improved air access could provide an additional gateway for visitors. But the eventual tourism impact will depend on factors including airline participation, fares, flight frequency and surface connectivity between the airport and tourist destinations.
The proposed Balurghat airport in South Dinajpur could strengthen links between northern and southern parts of the state and provide another potential access point to the region’s historical and cultural attractions.
At Hasimara in Alipurduar, the proposed civil aviation infrastructure could support connectivity to the Dooars and other tourism destinations in North Bengal. Government plans envisage a civil enclave at the existing Hasimara airfield rather than an entirely new greenfield airport at the site.
The fourth project is at Kalaikunda in West Midnapore, potentially creating another aviation gateway for the wider Junglemahal region.
Beyond Kolkata
The regional airport plans come alongside a separate proposal for a greenfield airport near Kalyani in Nadia district, intended to provide additional aviation capacity for the wider Kolkata region.
The West Bengal government has begun identifying land for the project, with around 2,000 acres across nine mouzas in Nadia identified for the proposed airport. The project is intended, among other objectives, to reduce pressure on Kolkata’s existing airport and expand air connectivity in South Bengal.
Together, the proposals point to a two-track aviation strategy: increasing capacity around the Kolkata metropolitan region while developing smaller regional gateways elsewhere in the state.
A wider national push under Modified UDAN
The West Bengal initiative is part of a much larger national expansion of regional aviation.
The Union Cabinet has approved Modified UDAN for 2026-27 to 2035-36 with an outlay of Rs 28,840 crore. The programme envisages the development of 100 airports, 200 modern helipads and continued financial support for regional airline operations.
The government has also set a target of connecting 120 new destinations during the next phase. The scheme is designed to improve connectivity to underserved areas while supporting tourism, trade and economic activity in smaller cities and regions.
According to the Press Information Bureau, the original UDAN scheme had, by July 2026, operationalised 679 routes across 95 airports, heliports and water aerodromes, with more than 1.68 crore passengers travelling under the programme.
Can aviation reshape Bengal’s tourism map?
For West Bengal, the tourism implications could be significant if the proposed aviation network becomes operational and commercially sustainable.
The state’s tourism geography stretches from the Himalayas and Dooars in the north to the forests and cultural landscapes of Junglemahal, the heritage districts of Nadia and Murshidabad, and the coastal belt in the south.
At present, Kolkata remains the principal aviation gateway for many visitors travelling to destinations elsewhere in the state.
A network of regional airports could gradually create additional entry points.
Purulia could develop as an aviation gateway to the western tourism circuit. Hasimara could strengthen access to the Dooars. Balurghat could improve access to South Dinajpur and adjoining areas, while Kalaikunda could potentially serve a wider Junglemahal tourism network.
However, an airport alone does not guarantee a tourism transformation.
The success of the projects will depend on the availability of regular commercial flights, competitive fares, airline demand, airport infrastructure and reliable road and rail links to final destinations.
Hotels, guides, local transport, tourism information systems and destination-level services will also have to develop alongside aviation infrastructure.
From individual airports to tourism circuits
The larger opportunity may lie in integrating the proposed airports into multi-destination tourism circuits rather than treating them as isolated aviation projects.
For example, an airport serving Purulia could potentially connect the district’s tourism economy with major metropolitan markets if commercially viable routes are established.
Similarly, an expanded aviation gateway at Hasimara could be integrated with destinations such as the Dooars, Jaldapara and Buxa through coordinated road transport and tourism services.
Such integration could allow visitors to enter through one regional gateway and travel across several destinations by road or rail, creating a broader tourism ecosystem.
A possible shift towards a multi-centre aviation network
If the proposed projects are implemented successfully, West Bengal could gradually move from a predominantly Kolkata-centred aviation model towards a more distributed regional network.
But the September 28 agreement will be an institutional step, not the completion of that process.
Airport development, regulatory approvals, infrastructure construction, airline participation, route allocation and the start of regular commercial services will determine how quickly the projects translate into actual connectivity.
For tourism, the critical question will therefore not simply be how many airports are built, but whether those airports become commercially viable gateways connected to destinations, transport systems and local tourism economies.
As West Bengal prepares to sign the UDAN agreement, attention will now turn to the implementation roadmap for the four regional projects — and to whether the emerging aviation network can eventually reduce the state’s dependence on Kolkata as the principal gateway to its diverse tourism destinations.
The September 28 agreement could mark an important step in that process. The more consequential test will come later, when airports become operational, airlines begin flying and travellers actually start using the new gateways.
