এসপিটি বিশেষ প্রতিবেদন: কাঠমান্ডু/রাসুয়া, ২৮ আগস্ট: নেপালের মধ্য ও উত্তরাঞ্চলে আকস্মিক বন্যা পরিস্থিতি এখনও উদ্বেগজনক। গত ২৬ আগস্ট রাসুয়া, নুওয়াকোট, ধাদিং এবং গোর্খা জেলায় ভোটেকোশী ও ত্রিশূলী নদীর বিধ্বংসী আকস্মিক বন্যার পর থেকে উদ্ধার ও ত্রাণকাজ অব্যাহত রয়েছে। পরিস্থিতির গুরুত্ব বিবেচনা করে নেপাল সরকার, নেপাল পর্যটন বোর্ড, ট্যুরিস্ট পুলিশ এবং পর্যটন খাতের বিভিন্ন সংস্থা ক্ষতিগ্রস্ত এলাকায় অবস্থানরত ও ভ্রমণরত পর্যটকদের নিরাপত্তা নিশ্চিত করতে একযোগে কাজ করছে।
সর্বশেষ সরকারি পর্যটন আপডেট অনুযায়ী, ২৮ আগস্ট ২০২৬, শুক্রবার বিকেল ৫টা ৩০ মিনিট পর্যন্ত মোট ১২১ জন পর্যটককে উদ্ধার করা সম্ভব হয়েছে। তবে এখনও ৬২২ জনের সঙ্গে যোগাযোগ স্থাপন করা যায়নি। এই তথ্য ট্যুরিস্ট পুলিশ ও জাতীয় দুর্যোগ ঝুঁকি হ্রাস ও ব্যবস্থাপনা কর্তৃপক্ষের সূত্রে জানানো হয়েছে।
সবচেয়ে বেশি উদ্ধার ভারতীয় পর্যটক
শুক্রবার বিকেল ৩টা ৩০ মিনিট পর্যন্ত প্রকাশিত উদ্ধার হওয়া বিদেশি পর্যটকদের তালিকায় দেখা যাচ্ছে, সবচেয়ে বেশি উদ্ধার করা হয়েছে ভারতীয় নাগরিকদের। উদ্ধার হওয়া পর্যটকদের মধ্যে রয়েছেন—
- ভারত — ৮৫ জন
- চীন — ১৬ জন
- দক্ষিণ কোরিয়া — ৯ জন
- আমেরিকা — ২ জন
- রাশিয়া — ২ জন
- ইতালি — ২ জন
- বুলগেরিয়া — ১ জন
- সুইজারল্যান্ড — ১ জন
- জাতীয়তা এখনও নিশ্চিত করা যায়নি — ৩ জন
মোট উদ্ধার — ১২১ জন।
এই পরিসংখ্যান থেকে স্পষ্ট, উদ্ধার হওয়া বিদেশি পর্যটকদের মধ্যে ভারতীয় নাগরিকদের সংখ্যাই সবচেয়ে বেশি। ভারত-নেপাল সীমান্তবর্তী ও পর্যটন যোগাযোগের কারণে এই বিপর্যয়ের প্রভাব ভারতীয় পর্যটক ও ভ্রমণ শিল্পের উপরও বিশেষভাবে পড়েছে বলে মনে করা হচ্ছে।
ফের বাড়ছে ভোটেকোশীর জল, ত্রিশূলী নদীতীরে নতুন সতর্কতা
এর মধ্যেই পরিস্থিতিকে আরও উদ্বেগজনক করে তুলেছে ভোটেকোশী নদীর জলস্তর বৃদ্ধির খবর।
নেপালের বন্যা পূর্বাভাস শাখা সূত্রে জানা গিয়েছে, রাসুয়া জেলা পুলিশ কার্যালয়ের মাধ্যমে চীনা পক্ষের কাছ থেকে পাওয়া তথ্য অনুযায়ী, ভোটেকোশী নদীতে আবারও বন্যার পানি বৃদ্ধি পেয়েছে। এর ফলে ত্রিশূলী নদীর তীরবর্তী এলাকার বাসিন্দাদের জন্য নতুন করে সতর্কতা জারি করা হয়েছে। বিশেষ করে রাসুয়া থেকে মুগলিং পর্যন্ত ত্রিশূলী নদীর তীরবর্তী এলাকায় বসবাসকারী মানুষকে পরবর্তী নির্দেশ না দেওয়া পর্যন্ত সর্বোচ্চ সতর্কতার সঙ্গে নিরাপদ স্থানে থাকার অনুরোধ জানানো হয়েছে।
হিমালয় সংলগ্ন উজান অঞ্চলে নদীর জলপ্রবাহের আকস্মিক পরিবর্তন এবং সম্ভাব্য নতুন বন্যার আশঙ্কার কারণেই প্রশাসন কোনও ঝুঁকি নিতে চাইছে না।
হিমবাহ বা হ্রদ ভেঙে নতুন বন্যার আশঙ্কা
নেপাল পর্যটন বোর্ডের সতর্কবার্তায় জানানো হয়েছে, পরিস্থিতি এখনও পুরোপুরি স্বাভাবিক হয়নি। ক্রমাগত বন্যার ঝুঁকির পাশাপাশি উজান অঞ্চলে হিমবাহ বা হিমবাহ-সংলগ্ন হ্রদ ভেঙে আকস্মিক জলপ্রবাহ সৃষ্টি হওয়ার সম্ভাবনাও উড়িয়ে দেওয়া যাচ্ছে না। একাধিক জাতীয় ও আঞ্চলিক সড়ক এখনও ক্ষতিগ্রস্ত অথবা চলাচলের ক্ষেত্রে ঝুঁকিপূর্ণ অবস্থায় রয়েছে। এই পরিস্থিতিতে পর্যটক ও ভ্রমণকারীদের কঠোরভাবে পরামর্শ দেওয়া হয়েছে, পরিস্থিতির উন্নতি না হওয়া পর্যন্ত—
- রাসুয়া,
- নুওয়াকোট,
- ধাদিং,
- কাভ্রেপালাঞ্চোক,
- মাকওয়ানপুর
এবং অন্যান্য ভাটির দিকের নদীতীরবর্তী এলাকা এড়িয়ে চলতে। একই সঙ্গে ক্ষতিগ্রস্ত মহাসড়ক, ভূমিধসপ্রবণ পথ এবং ঝুঁকিপূর্ণ সড়ক দিয়ে যাতায়াত না করারও পরামর্শ দেওয়া হয়েছে।
ট্রাভেল এজেন্সি ও ট্রেকিং সংস্থাগুলিকে বিশেষ নির্দেশ
নেপাল সরকারের পর্যটন ও বেসামরিক বিমান পরিবহন মন্ত্রণালয় এবং নেপাল পর্যটন বোর্ড পর্যটন শিল্পের সঙ্গে যুক্ত বিভিন্ন সংস্থার জন্যও বিশেষ সতর্কবার্তা দিয়েছে।
ট্রাভেল এজেন্সি, ট্রেকিং কোম্পানি, হোটেল এবং স্থানীয় গাইডদের বলা হয়েছে, তাঁরা যেন তাঁদের পর্যটক ও গ্রাহকদের সঙ্গে নিয়মিত যোগাযোগ বজায় রাখেন।
ক্ষতিগ্রস্ত এলাকার মধ্য দিয়ে কোনও নতুন ভ্রমণসূচি তৈরি করা বা আগে থেকে নির্ধারিত যাত্রা চালিয়ে যাওয়ার আগে স্থানীয় প্রশাসন, নিরাপত্তা সংস্থা এবং সংশ্লিষ্ট কর্তৃপক্ষের কাছ থেকে রাস্তার সর্বশেষ পরিস্থিতি যাচাই করার নির্দেশ দেওয়া হয়েছে।
পর্যটকদের অবস্থান চিহ্নিত করতে যৌথ অভিযান
বিপর্যয়ের পর থেকে নেপাল সরকারের সংস্কৃতি, পর্যটন ও বেসামরিক বিমান পরিবহন মন্ত্রণালয়, নেপাল পর্যটন বোর্ড, ট্যুরিস্ট পুলিশ এবং পর্যটন খাতের বিভিন্ন অংশীদার সংস্থা ক্ষতিগ্রস্ত এলাকায় থাকা পর্যটকদের অবস্থান ও নিরাপত্তা যাচাইয়ের কাজ চালিয়ে যাচ্ছে।
আহত, আটকে পড়া এবং ক্ষতিগ্রস্ত ব্যক্তিদের উদ্ধারের পাশাপাশি তাঁদের নিরাপদ স্থানে সরিয়ে নেওয়ার জন্য প্রয়োজনীয় সব ধরনের প্রচেষ্টা চলছে।
নেপাল পর্যটন বোর্ড জানিয়েছে, তারা ট্যুরিস্ট পুলিশ এবং অন্যান্য পর্যটন অংশীদারদের সঙ্গে সমন্বয় রেখে সংশ্লিষ্ট সরকারি সংস্থা ও নিরাপত্তা কর্তৃপক্ষের সঙ্গে যৌথভাবে পরিস্থিতির উপর নজর রাখছে।

৬২২ জনের সঙ্গে যোগাযোগ বিচ্ছিন্ন, উদ্বেগ বাড়ছে
সবচেয়ে বড় উদ্বেগের বিষয় হল, সর্বশেষ হিসাব অনুযায়ী এখনও ৬২২ জনের সঙ্গে যোগাযোগ স্থাপন করা যায়নি।
তবে ‘যোগাযোগ বিচ্ছিন্ন’ মানেই তাঁরা সবাই নিখোঁজ বা কোনও দুর্ঘটনার শিকার—এমনটা এখনই বলা যাচ্ছে না। পাহাড়ি অঞ্চলে মোবাইল ও যোগাযোগ ব্যবস্থা ব্যাহত হওয়া, সড়ক বিচ্ছিন্ন হয়ে যাওয়া এবং প্রত্যন্ত এলাকায় আটকে থাকার কারণেও বহু মানুষের সঙ্গে সাময়িকভাবে যোগাযোগ স্থাপন করা সম্ভব হচ্ছে না।
তবুও এই বিপুল সংখ্যক মানুষের অবস্থান ও নিরাপত্তা নিশ্চিত করাই এখন উদ্ধারকারী ও প্রশাসনের অন্যতম প্রধান চ্যালেঞ্জ।
পর্যটন মরসুমে নতুন সংকট
রাসুয়া, ধাদিং ও সংলগ্ন হিমালয় অঞ্চল নেপালের গুরুত্বপূর্ণ পর্যটন ও ট্রেকিং এলাকার মধ্যে পড়ে। ফলে আকস্মিক এই বন্যা শুধু স্থানীয় জনজীবন ও পরিকাঠামোকেই বিপর্যস্ত করেনি, পর্যটন শিল্পের সামনেও বড় চ্যালেঞ্জ তৈরি করেছে।
সড়ক যোগাযোগ বিচ্ছিন্ন হওয়া, নদীর জলস্তর বৃদ্ধি, ভূমিধসের আশঙ্কা এবং উজান অঞ্চলে নতুন আকস্মিক বন্যার সম্ভাবনা—সব মিলিয়ে আগামী কয়েক দিন পরিস্থিতি অত্যন্ত সতর্কতার সঙ্গে পর্যবেক্ষণ করতে হবে বলে মনে করছে সংশ্লিষ্ট মহল।
বর্তমানে প্রশাসনের প্রধান লক্ষ্য উদ্ধারকাজ জোরদার করা, যোগাযোগ বিচ্ছিন্ন মানুষদের সন্ধান পাওয়া এবং নদীতীরবর্তী ও ঝুঁকিপূর্ণ এলাকার মানুষ ও পর্যটকদের নিরাপদ স্থানে সরিয়ে নেওয়া।
ভোটেকোশী নদীর জলস্তর ফের বাড়ার খবরের পর রাসুয়া থেকে মুগলিং পর্যন্ত ত্রিশূলী নদীতীরবর্তী অঞ্চলে জারি করা নতুন সতর্কতা স্পষ্ট করে দিচ্ছে—নেপালের এই বন্যা বিপর্যয় এখনও কাটেনি। বরং হিমালয়ের নদী ও পাহাড়ি আবহাওয়ার অনিশ্চয়তার মধ্যে উদ্ধারকারী সংস্থাগুলির সামনে আগামী সময়টাই হতে চলেছে সবচেয়ে গুরুত্বপূর্ণ পরীক্ষা।

Nepal Floods: 121 Foreign Tourists Rescued, 622 Still Out of Contact as Bhotekoshi River Rises Again
Authorities issue maximum alert along the Trishuli River corridor up to Mugling as flood risks and travel disruptions continue
Kathmandu/Rasuwa, August 28, 2026: Nepal’s flood emergency remains a major concern as rescue and relief operations continue in several districts affected by devastating flash floods in the Bhotekoshi and Trishuli river systems.
Following the destructive floods that struck Rasuwa, Nuwakot, Dhading and Gorkha districts on August 26, Nepal’s Ministry of Culture, Tourism and Civil Aviation, the Nepal Tourism Board, Tourist Police and tourism sector partners have been working closely to verify the location and safety of tourists and travellers in the affected areas.
Authorities said all possible efforts are being made to rescue injured and stranded people and move them to safer locations.
According to the latest update, 121 tourists had been rescued as of 5:30 pm on August 28, 2026, while 622 people were still out of contact, citing information from the Tourist Police and Nepal’s National Disaster Risk Reduction and Management Authority.
Indian Tourists Account for the Largest Number of Rescues
A separate update released on Friday listed the foreign tourists rescued as of 3:30 pm.
The largest group was from India, with 85 Indian nationals rescued.
The nationality-wise breakdown was:
- India: 85
- China: 16
- South Korea: 9
- United States: 2
- Russia: 2
- Italy: 2
- Bulgaria: 1
- Switzerland: 1
- Nationality not yet confirmed: 3
Total rescued: 121
The figures underline the significant impact of the disaster on international travellers, particularly Indian tourists travelling through Nepal’s mountain and border regions.
Fresh Alert as Bhotekoshi Water Level Rises Again
The situation has become more concerning following reports that floodwaters in the Bhotekoshi River are rising again.
According to information received by the Rasuwa District Police Office from the Chinese side, authorities have warned of increased water flow in the river.
Residents and travellers along the Trishuli River corridor, extending towards Mugling, have been urged to remain on maximum alert and stay in safe locations until further notice.
Authorities are closely monitoring the situation amid concerns that rapidly changing conditions in the Himalayan upstream region could trigger further flooding.
Warnings Over Continued Flooding and Possible Glacial Lake Risks
The Nepal Tourism Board has warned that the danger has not yet passed.
Travellers have been advised to avoid riverbank areas and affected roads in Rasuwa, Nuwakot, Dhading, Kavrepalanchok and Makwanpur, as well as other downstream areas, until conditions improve.
The warning comes amid continued flood risks, possible sudden water surges from upstream Himalayan regions and the potential threat of glacial or mountain lake outburst events.
Several highways and roads have also been affected or remain vulnerable to disruption.
Tourists and travellers have therefore been strongly advised to avoid:
- Flood-affected riverbank areas;
- Damaged highways and roads;
- Landslide-prone routes; and
- Other high-risk travel corridors.
Travel Agencies, Hotels and Trekking Operators Asked to Stay Alert
Nepal’s tourism authorities have also issued special instructions to travel agencies, trekking companies, hotels and guides.
Tourism operators have been asked to maintain regular contact with their clients and verify the latest road and safety conditions with local authorities and security agencies before organising or continuing travel through affected areas.
The advisory is particularly significant for trekking groups and tourists travelling through remote Himalayan regions, where damaged roads and disrupted communication networks can make rescue operations more difficult.
Joint Effort to Locate and Protect Travellers
Since the floods struck, Nepal’s Ministry of Culture, Tourism and Civil Aviation, the Nepal Tourism Board, Tourist Police and tourism sector partners have been coordinating with government agencies and security authorities to monitor the situation.
Their immediate priorities include:
First, locating tourists and travellers who remain out of contact.
Second, rescuing people stranded in high-risk areas and moving them to safety.
Third, monitoring rivers, roads and other vulnerable locations to issue timely warnings and prevent further casualties.
Concern Grows Over 622 People Still Out of Contact
One of the biggest concerns remains the status of 622 people who have not yet been contacted.
