এসপিটি নিউজ:ভারতে আন্তর্জাতিক যাত্রীদের স্বাস্থ্য নজরদারি আরও জোরদার করতে কেন্দ্রীয় অসামরিক বিমান চলাচল মন্ত্রক (Ministry of Civil Aviation) চালু করল Air Suvidha 2.0 Portal। একই সঙ্গে দেশের সমস্ত আন্তর্জাতিক বিমান পরিষেবা পরিচালনাকারী সংস্থাকে নতুন এই ব্যবস্থার বাধ্যতামূলক প্রয়োগ নিশ্চিত করার নির্দেশ দেওয়া হয়েছে।
২৫ জুন ২০২৬ তারিখে অসামরিক বিমান চলাচল মন্ত্রকের পক্ষ থেকে ডিরেক্টরেট জেনারেল অব সিভিল অ্যাভিয়েশন (DGCA)-কে পাঠানো এক সরকারি চিঠিতে জানানো হয়েছে, স্বাস্থ্য ও পরিবার কল্যাণ মন্ত্রক এবং ডিরেক্টরেট জেনারেল অব হেলথ সার্ভিসেস (DGHS)-এর সমন্বয়ে তৈরি করা হয়েছে Air Suvidha 2.0 Portal। মূলত ইবোলা ও বান্ডিবুগিও ভাইরাসের প্রাদুর্ভাবের মতো জনস্বাস্থ্যজনিত ঝুঁকির মোকাবিলায় ভারতের প্রবেশপথগুলিতে স্বাস্থ্য নজরদারি আরও কার্যকর করাই এই উদ্যোগের লক্ষ্য।
নতুন ব্যবস্থায় আন্তর্জাতিক যাত্রীদের ভারতে আগমনের আগে অনলাইনে বাধ্যতামূলক স্বাস্থ্য স্বঘোষণা (Self Declaration) জমা দিতে হবে। এতে গত ২১ দিনের ভ্রমণ ইতিহাস, সম্ভাব্য সংস্পর্শের তথ্য এবং স্বাস্থ্য সংক্রান্ত প্রয়োজনীয় বিবরণ দিতে হবে। এই তথ্য সরাসরি এয়ারপোর্ট হেলথ অফিসার (APHO), ইমিগ্রেশন ব্যুরো এবং সংশ্লিষ্ট কর্তৃপক্ষের সঙ্গে রিয়েল-টাইমে ভাগ করা হবে, ফলে বিমানবন্দরে স্বাস্থ্য পরীক্ষা ও প্রবেশ প্রক্রিয়া আরও দ্রুত এবং কার্যকর হবে।
বিমান সংস্থাগুলিকে যে নির্দেশ দেওয়া হয়েছে
মন্ত্রকের নির্দেশ অনুযায়ী—
- আন্তর্জাতিক যাত্রীদের Air Suvidha Self Declaration Form পূরণের বিষয়ে সচেতন করতে হবে।
- ভারতে পৌঁছানোর ২৪ ঘণ্টা আগে থেকে এই ফর্ম পূরণ করা যাবে।
- বোর্ডিংয়ের আগে এবং উড়ানের সময় প্রয়োজনীয় ঘোষণা ও প্রচারের মাধ্যমে যাত্রীদের বিষয়টি জানাতে হবে।
- যাত্রীদের প্রয়োজন হলে ডাউনলোড করা স্বঘোষণাপত্র বিমানবন্দরের ইন্টারন্যাশনাল ট্রাভেল হেলথ ডেস্ক বা ইমিগ্রেশন কাউন্টারে দেখাতে বলা হবে।
- বিমান সংস্থাগুলিকে Air Suvidha 2.0 পোর্টালের লিঙ্ক ব্যাপকভাবে প্রচার করারও নির্দেশ দেওয়া হয়েছে।
নতুন ফর্মে কী কী তথ্য দিতে হবে
Air Suvidha 2.0-এর স্বঘোষণা ফর্মে যাত্রীদের নাম, পাসপোর্ট নম্বর, জাতীয়তা, আগমনের তারিখ ও ফ্লাইটের তথ্যের পাশাপাশি গত ২১ দিনে ইবোলা-আক্রান্ত দেশ— যেমন ডিআর কঙ্গো, উগান্ডা ও দক্ষিণ সুদান সফরের তথ্য দিতে হবে। এছাড়া ভারতে কোন রাজ্য ও জেলায় যাবেন, প্রথম প্রবেশ বিমানবন্দর, ট্রানজিট দেশের বিবরণ এবং প্রয়োজনে সহযাত্রীদের তথ্যও উল্লেখ করতে হবে।
কেন্দ্রের আশা, Air Suvidha 2.0 চালুর ফলে আন্তর্জাতিক যাত্রীদের স্বাস্থ্য সংক্রান্ত তথ্য দ্রুত সংগ্রহ ও বিশ্লেষণ করা সম্ভব হবে। এর মাধ্যমে সংক্রামক রোগের সম্ভাব্য ঝুঁকি মোকাবিলায় দেশের বিমানবন্দরগুলিতে জনস্বাস্থ্য নজরদারি আরও শক্তিশালী হবে এবং আগত যাত্রীদের ক্লিয়ারেন্স প্রক্রিয়াও হবে অধিকতর সুশৃঙ্খল ও নিরাপদ।

Air Suvidha 2.0 Launched: Self-Declaration Made Mandatory for International Arrivals, Centre Issues Directions to Airlines
SPT News, New Delhi, 26 June: In a major step to strengthen public health surveillance at the country’s airports, the Government of India has launched Air Suvidha 2.0, making online Self-Declaration mandatory for all international passengers arriving in India. The Ministry of Civil Aviation has also directed all airlines operating international flights to ensure compliance with the new guidelines.
According to an official communication issued on June 25, 2026, the Ministry of Civil Aviation informed the Directorate General of Civil Aviation (DGCA) that the upgraded Air Suvidha 2.0 Portal has been developed in coordination with the Ministry of Health & Family Welfare and the Directorate General of Health Services (DGHS). The initiative aims to strengthen health screening and disease surveillance at India’s international points of entry, particularly in response to global public health concerns such as the Ebola outbreak.
Under the new system, all international passengers must complete the Air Suvidha Self-Declaration Form online before arriving in India. The form requires passengers to provide personal details, travel history over the past 21 days, health-related information, and transit details. The collected data will be shared in real time with Airport Health Officers (APHOs), immigration authorities, and other relevant agencies to facilitate faster health screening and smoother passenger clearance.
Key Instructions for Airlines
The Ministry has instructed airlines to:
- Inform all international passengers about the mandatory Air Suvidha Self-Declaration.
- Encourage passengers to complete the online form within 24 hours before the start of their journey.
- Make announcements during boarding and in-flight regarding the new requirement.
- Advise passengers to carry or download a copy of the submitted declaration for verification at the International Travel Health Desk or Immigration Counter, if required.
- Promote the Air Suvidha 2.0 portal through their official communication channels.
What the New Form Includes
The Air Suvidha 2.0 Self-Declaration Form requires passengers to provide:
- Personal and passport details
- Flight information
- Nationality and arrival details
- Travel history over the past 21 days
- Information on visits or transit through Ebola-affected countries such as DR Congo, Uganda, and South Sudan
- Details of states and districts to be visited in India
- First airport of entry
- Transit countries, if any
- Information about accompanying family members or co-passengers
The government believes that Air Suvidha 2.0 will significantly enhance India’s ability to monitor public health risks, improve coordination among health and immigration authorities, and ensure a safer and more efficient arrival experience for international travellers.
