এসপিটি নিউজ, গ্যাংটক, ১ আগস্ট: ভারত-চীন সীমান্তের অন্যতম গুরুত্বপূর্ণ প্রবেশদ্বার নাথু লা-য় আজ ১ আগস্ট এবং আগামী ১৫ আগস্ট বিশেষ সীমান্ত কর্মী সভা (Special Border Personnel Meeting–SBPM) অনুষ্ঠিত হওয়ায় ওই দুই দিন পর্যটকদের প্রবেশ সাময়িকভাবে বন্ধ রাখা হয়েছে। ভারতীয় সেনাবাহিনীর ১৭ মাউন্টেন ডিভিশনের সদর দফতর থেকে জারি করা এক সরকারি পত্রে সিকিম সরকারের পর্যটন ও বেসামরিক বিমান চলাচল দফতর, সংশ্লিষ্ট প্রশাসনিক কর্তৃপক্ষ এবং নাথু লা চেকপোস্টকে এ বিষয়ে আগাম অবহিত করা হয়েছে।
২৯ জুলাই ২০২৬ তারিখে জারি হওয়া ওই নির্দেশিকায় স্পষ্টভাবে জানানো হয়েছে, ১ আগস্ট এবং ১৫ আগস্ট নাথু লা অভিমুখে পর্যটক ও সাধারণ যানবাহনের চলাচল অনুমোদিত হবে না। সীমান্তে বিশেষ সামরিক বৈঠক নির্বিঘ্নে সম্পন্ন করা, নিরাপত্তা নিশ্চিত করা এবং সীমান্ত প্রোটোকল যথাযথভাবে অনুসরণ করার স্বার্থেই এই সিদ্ধান্ত নেওয়া হয়েছে। সংশ্লিষ্ট প্রশাসন ও পর্যটন দফতরকে প্রয়োজনীয় সমন্বয় ও বিকল্প ব্যবস্থা গ্রহণেরও অনুরোধ জানানো হয়েছে।
নাথু লা শুধু একটি জনপ্রিয় পর্যটন কেন্দ্রই নয়, ভারত-চীন সম্পর্কের দৃষ্টিকোণ থেকেও এটি অত্যন্ত গুরুত্বপূর্ণ একটি সীমান্ত পয়েন্ট। সমুদ্রপৃষ্ঠ থেকে প্রায় ১৪ হাজার ফুট উচ্চতায় অবস্থিত এই গিরিপথ বহু বছর ধরে দুই দেশের সামরিক ও কূটনৈতিক যোগাযোগের একটি গুরুত্বপূর্ণ কেন্দ্র হিসেবে পরিচিত। সীমান্তে উত্তেজনা কমানো এবং পারস্পরিক আস্থা বজায় রাখতে এখানেই নিয়মিতভাবে অনুষ্ঠিত হয় স্পেশাল বর্ডার পার্সোনেল মিটিং (SBPM)।
এসবিপিএম মূলত দুই দেশের সীমান্তরক্ষী বাহিনীর মধ্যে একটি আনুষ্ঠানিক সামরিক বৈঠক। ভারত-চীন সীমান্তে নির্ধারিত কয়েকটি সীমান্ত পয়েন্ট—নাথু লা, বুম লা, চুশুল-মোলদো, কিবিথু এবং দৌলত বেগ ওল্ডি এলাকায়—এই ধরনের বৈঠক অনুষ্ঠিত হয়। সাধারণত স্বাধীনতা দিবস, প্রজাতন্ত্র দিবস, চীনের জাতীয় দিবস বা অন্যান্য গুরুত্বপূর্ণ উপলক্ষে শুভেচ্ছা বিনিময়ের পাশাপাশি সীমান্ত পরিস্থিতি পর্যালোচনা, টহল সংক্রান্ত বিষয়, ভুলবশত সীমান্ত অতিক্রমকারী ব্যক্তি বা পশু ফেরত দেওয়া, সীমান্তে উদ্ভূত সমস্যা এবং উত্তেজনা প্রশমনের মতো বিষয় নিয়ে আলোচনা হয়।
বিশেষ পরিস্থিতিতে, যেমন সীমান্তে উত্তেজনা, অনুপ্রবেশের অভিযোগ বা সংঘাতের পরে ‘স্পেশাল এসবিপিএম’ আহ্বান করা হয়। সামরিক বিশেষজ্ঞদের মতে, এসব বৈঠক কোনও রাজনৈতিক বিরোধ নিষ্পত্তির মঞ্চ নয়; বরং সীমান্তে ছোটখাটো সমস্যা যাতে বড় সংঘাতে রূপ না নেয়, সেই লক্ষ্যেই দুই দেশের সামরিক বাহিনীর মধ্যে সরাসরি যোগাযোগ বজায় রাখার একটি কার্যকর ব্যবস্থা।
২০২০ সালের গালওয়ান সংঘর্ষের পর ভারত-চীন সীমান্তে পারস্পরিক আস্থা পুনর্গঠনে এসবিপিএমের গুরুত্ব আরও বৃদ্ধি পেয়েছে। সীমান্তে স্থিতিশীলতা বজায় রাখার পাশাপাশি মাঠপর্যায়ে যোগাযোগ অব্যাহত রাখা দুই দেশের জন্যই কৌশলগতভাবে গুরুত্বপূর্ণ বলে প্রতিরক্ষা বিশ্লেষকদের মত।
অন্যদিকে, সীমান্তবর্তী অঞ্চলগুলির সামগ্রিক উন্নয়নে কেন্দ্র সরকারের ভাইব্র্যান্ট ভিলেজেস প্রোগ্রাম (Vibrant Villages Programme–VVP) নতুন দৃষ্টিভঙ্গি সামনে এনেছে। ২০২৩ সালে চালু হওয়া এই কর্মসূচির লক্ষ্য সীমান্তবর্তী গ্রামগুলিতে অবকাঠামো উন্নয়ন, কর্মসংস্থান সৃষ্টি, পর্যটনের বিকাশ এবং স্থানীয় জনগণের জীবনমান উন্নত করা। “সীমান্তের গ্রামই দেশের প্রথম গ্রাম”—এই দর্শনকে সামনে রেখে সীমান্তকে শুধু নিরাপত্তার দৃষ্টিকোণ থেকে নয়, অর্থনীতি, সংস্কৃতি ও পর্যটনের ক্ষেত্র হিসেবেও গড়ে তোলার উদ্যোগ নেওয়া হয়েছে।
পর্যটন বিশেষজ্ঞদের মতে, ভবিষ্যতে সীমান্ত অঞ্চলে শান্তি প্রতিষ্ঠা ও সীমান্তরক্ষী বাহিনীর ভূমিকা সম্পর্কে সাধারণ মানুষের সচেতনতা বাড়াতে এসবিপিএমকে ঘিরে তথ্যভিত্তিক পর্যটন বা ‘বর্ডার ইন্টারপ্রিটেশন ট্যুরিজম’-এর সম্ভাবনা রয়েছে। সীমান্তে কীভাবে দুই দেশের সেনাবাহিনী কূটনৈতিক সৌহার্দ্য, পারস্পরিক শ্রদ্ধা এবং পেশাদারিত্বের মাধ্যমে শান্তি বজায় রাখে, তা পর্যটকদের সামনে তুলে ধরা গেলে সীমান্ত পর্যটনের নতুন একটি অধ্যায়ের সূচনা হতে পারে।
বিশেষজ্ঞদের মতে, উত্তরবঙ্গের ‘সিলিগুড়ি করিডর’কে কেন্দ্র করে ভারত-নেপাল, ভারত-ভুটান, ভারত-বাংলাদেশ এবং ভারত-তিব্বত সীমান্তবর্তী অঞ্চলগুলিকে ভবিষ্যতে সমন্বিত সীমান্ত পর্যটন করিডর হিসেবে গড়ে তোলার যথেষ্ট সম্ভাবনা রয়েছে। সীমান্তবর্তী মানুষের জীবন, সংস্কৃতি, ঐতিহ্য, স্থানীয় অর্থনীতি এবং জাতীয় নিরাপত্তার বাস্তব চিত্র তুলে ধরতে পারলে এই অঞ্চল আন্তর্জাতিক পর্যটনের ক্ষেত্রেও নতুন আকর্ষণ হয়ে উঠতে পারে।
বর্তমানে অবশ্য নাথু লায় নিরাপত্তাকেই সর্বোচ্চ অগ্রাধিকার দেওয়া হয়েছে। ফলে আজ ১ আগস্ট এবং আগামী ১৫ আগস্ট পর্যটকদের জন্য নাথু লা বন্ধ থাকলেও, সীমান্তে শান্তি, স্থিতিশীলতা এবং পারস্পরিক আস্থা বজায় রাখার ক্ষেত্রে এই বিশেষ সীমান্ত কর্মী সভাকে অত্যন্ত গুরুত্বপূর্ণ পদক্ষেপ হিসেবেই দেখছেন সংশ্লিষ্ট মহল।

Tourists Barred from Nathu La on August 1 and Independence Day for Special Border Personnel Meeting
India-China military engagement underscores peace-building along the frontier while highlighting future prospects for border tourism

Gangtok, August 1: Tourist access to the strategic Nathu La Pass on the India–China border has been suspended on August 1 and August 15 to facilitate a Special Border Personnel Meeting (SBPM) between the armed forces of the two countries.
According to an official communication issued by the Headquarters of the Indian Army’s 17 Mountain Division on July 29, 2026, the Government of Sikkim’s Department of Tourism and Civil Aviation, along with relevant administrative authorities and the Nathu La check post, were informed that tourist and civilian vehicular movement towards Nathu La would remain prohibited on the two designated dates.
The restriction has been imposed to ensure the smooth conduct of the military engagement, maintain security protocols and facilitate operational coordination at one of the most sensitive sectors along the India-China frontier.
Nathu La, situated at an altitude of over 14,000 feet, is not only one of Sikkim’s most visited high-altitude tourist destinations but also a strategically significant border pass connecting India and the Tibet Autonomous Region of China. It is among the designated locations where India and China periodically hold Special Border Personnel Meetings, aimed at maintaining peace and stability along the Line of Actual Control (LAC).
An SBPM is a formal military-to-military engagement involving officers and troops from both sides. Besides exchanging greetings on important national occasions, the meetings provide a platform to discuss border management, patrolling issues, inadvertent transgressions, return of civilians or livestock, implementation of confidence-building measures and mechanisms to prevent local incidents from escalating into larger confrontations.
Defence experts note that SBPMs are tactical confidence-building mechanisms rather than platforms for resolving broader political disputes. Their importance has grown considerably following the 2020 Galwan Valley clash, reinforcing the need for sustained military dialogue and communication at the operational level.
The development also draws attention to India’s Vibrant Villages Programme (VVP), launched in 2023 to transform border villages through infrastructure development, livelihood generation and tourism. Guided by the motto, “Border villages are the first villages of the nation,” the programme seeks to strengthen frontier communities while reducing migration and promoting sustainable economic activity.
Tourism experts believe that, in the future, carefully curated border interpretation tourism could help visitors understand how military diplomacy, confidence-building measures and local communities collectively contribute to maintaining peace along international frontiers. Such initiatives, they argue, could complement broader regional development while fostering greater public awareness of the armed forces’ role beyond conventional defence operations.
For now, however, security considerations remain paramount, and Nathu La will remain closed to tourists on August 1 and August 15 as India and China conduct another round of military engagement aimed at preserving stability along one of Asia’s most strategically sensitive borders.
