এসপিটি নিউজ, কলকাতা, ১৮ জুলাই : ড. কৌলেশ কুমার। অ্যাসোসিয়েশন অব বুদ্ধিস্ট ট্যুর অপারেটর্স বা এবিটিও-র মহাসচিব। বৌদ্ধ পর্যটনকে তুলে ধরতে যিনি দিনরাত এক করে পরিশ্রম করে চলেছেন। দেশ-বিদেশের পর্যটন বোর্ড এজন্য তাকে সম্মান জানায়। ভারত সরকারের পর্যটন মন্ত্রকের ন্যাশনাল অ্যাডভাইজারি কমিটির তিনি মেম্বার। আর পাঁচজন ট্যুর অপারেটর কিংবা ট্রাভেল এজেন্টের সঙ্গে তাকে মিলিয়ে ফেললে চলবে না। বৌদ্ধ পর্যটনকে শিক্ষা ও সংস্কৃতির আলোকে তিনি দেখেন। তিনি নিজেও বৌদ্ধ ধর্ম নিয়ে গবেষণাও করেছেন। এমন একজন মানুষের চোখে সেই বৌদ্ধ পর্যটনে যদি কোথাও ফাঁক থেকে যায় তিনি তো তা নিয়ে সরব হবেনই। আর সেটাই তিনি করেছেন। সম্প্রতি শ্রীলঙ্কায় ‘এফএএম’ ট্রিপ থেকে ফিরে এই বিষয়টা নিয়ে চর্চার করতে গিয়ে তার মনে প্রশ্ন উঠেছে- “FAM ট্রিপে আমরা যখন শ্রীলঙ্কা ভ্রমণ করেছি, তখন বৌদ্ধ পর্যটনে আমরা কী কী সমস্যা চিহ্নিত করেছি। এটি ভারত এবং শ্রীলঙ্কা উভয় দেশের জন্যই উপকারী হতে পারে?”

আর নিজের মনে ওঠা সেই প্রশ্নের উত্তরও খুঁজেছেন তিনি নিজেই। লিখেও ফেলেছেন সেই জবাব। অর্থাৎ একদিকে তিনি যেমন সমস্যাগুলি চিহ্নিত করে তা একে একে সাজিয়েছেন ঠিক তেমনই কিভাবে এর সমাধান হতে পারে আর তা করলে কিভাবে দুই দেশ অর্থাৎ শ্রীলঙ্কা ও ভারত উভয়েই উপকৃত হতে পারে তারও সুন্দর বিশ্লেষণ করেছেন ড. কৌলেশ কুমার। এসব নিয়েই শ্রীলঙ্কা পর্যটন বোর্ডকে দিয়েছেন খোলা চিঠি।

শুরুতেই লিখেছেন-

ABTO-দ্য প্ল্যাটফর্ম অফ ট্যুরিজম উইথ বৌদ্ধধর্মের পক্ষ থেকে শুভেচ্ছা। আমাদের এশিয়ান কান্ট্রিজ ABTO টিমকে বিশ্বমানের আতিথেয়তা দেওয়ার জন্য অনেক ধন্যবাদ। সত্যিই, শ্রীলঙ্কা মহান ঐতিহাসিক, সাংস্কৃতিকভাবে সমৃদ্ধ, মানসম্মত জীবনযাত্রার মান অত্যন্ত উচ্চ, এত ভদ্র মানুষ এবং প্রাকৃতিক সৌন্দর্যের দেশ।

আমরা আমাদের দৃষ্টিভঙ্গি নিম্নরূপে কেন্দ্রীভূত করতে চাই:

শ্রীলঙ্কায় বৌদ্ধ পর্যটন চ্যালেঞ্জের মুখোমুখি, যার মধ্যে রয়েছে ধর্মীয় পর্যটনের অনুভূত গুরুত্ব এবং প্রকৃত পর্যটক আচরণের মধ্যে বিচ্ছিন্নতা, নিবেদিতপ্রাণ বিপণন এবং অবকাঠামোর অভাব এবং পরিবেশের উপর সম্ভাব্য নেতিবাচক প্রভাব। ভারত এবং শ্রীলঙ্কার জন্য, বৌদ্ধ পর্যটনকে শক্তিশালী করা সাংস্কৃতিক বিনিময়কে উৎসাহিত করতে পারে, অর্থনীতিকে শক্তিশালী করতে পারে এবং কূটনৈতিক সম্পর্ককে শক্তিশালী করতে পারে।

শ্রীলঙ্কায় বৌদ্ধ পর্যটনের সমস্যা:

ধারণা এবং বাস্তবতার মধ্যে অমিল – যদিও শ্রীলঙ্কা তার বৌদ্ধ ঐতিহ্যের জন্য পরিচিত, ধর্মীয় উদ্দেশ্যে ভ্রমণকারী পর্যটকদের অনুপাত তুলনামূলকভাবে কম।
অপর্যাপ্ত বিপণন এবং প্রচার- বৌদ্ধ স্থান এবং অভিজ্ঞতার প্রতি বিশেষভাবে আগ্রহী পর্যটকদের আকর্ষণ করার জন্য লক্ষ্যবস্তু বিপণন কৌশলের প্রয়োজন।
নিবেদিতপ্রাণ অবকাঠামো এবং পরিষেবার অভাব- বৌদ্ধ স্থানগুলিতে পর্যাপ্ত সুযোগ-সুবিধা, পরিবহন এবং আবাসনের বিকল্পগুলি বিকাশ করা অত্যন্ত গুরুত্বপূর্ণ।
সম্ভাব্য পরিবেশগত প্রভাব- বর্ধিত পর্যটন প্রাকৃতিক সম্পদের উপর চাপ সৃষ্টি করতে পারে এবং পরিবেশের উপর প্রভাব ফেলতে পারে, যা টেকসই অনুশীলনের প্রয়োজনীয়তা তুলে ধরে।
ভাষা দক্ষতা এবং প্রশিক্ষিত কর্মীদের ঘাটতি- একটি ইতিবাচক দর্শনার্থী অভিজ্ঞতার জন্য ভাষা প্রশিক্ষণ এবং যোগ্য গাইড সরবরাহ করা অপরিহার্য।
আধ্যাত্মিক পর্যটন সম্ভাবনার সীমিত অন্বেষণ- আধ্যাত্মিক পর্যটনের সম্ভাবনার আরও গভীর মূল্যায়ন এবং চিহ্নিত ঘাটতিগুলি সমাধানের প্রয়োজন।
ভ্রমণ সংস্থাগুলির ভূমিকা- বৌদ্ধ পর্যটন প্রচার এবং সহজতর করার জন্য ভ্রমণ সংস্থাগুলিকে আরও সক্রিয় ভূমিকা পালন করতে হবে।

ভারত ও শ্রীলঙ্কার জন্য সুবিধা:

সাংস্কৃতিক বিনিময় এবং বোঝাপড়া – বৌদ্ধ পর্যটন জোরদার করলে সাংস্কৃতিক বিনিময় কর্মসূচি সহজতর হতে পারে এবং উভয় দেশের নাগরিকদের মধ্যে ঘনিষ্ঠ সম্পর্ক গড়ে উঠতে পারে।
অর্থনৈতিক প্রবৃদ্ধি- বর্ধিত পর্যটন শ্রীলঙ্কা ও ভারত উভয়ের অর্থনীতিকে চাঙ্গা করতে পারে, কর্মসংস্থান সৃষ্টি করতে পারে এবং রাজস্ব আয় করতে পারে।
কূটনৈতিক সম্পর্ক- বৌদ্ধ পর্যটন প্রচারে সহযোগিতামূলক প্রচেষ্টা দুই দেশের মধ্যে কূটনৈতিক সম্পর্ক জোরদার করতে পারে।
ভাগ্যবৈশ্বিক ঐতিহ্য- উভয় দেশই সমৃদ্ধ বৌদ্ধ ঐতিহ্য ভাগ করে নেয় এবং যৌথ উদ্যোগ এই ভাগাভাগি করা ইতিহাস ও সংস্কৃতিকে তুলে ধরতে পারে।
শক্তিশালী পর্যটন সার্কিট- উভয় দেশের বৌদ্ধ স্থানগুলিকে সংযুক্ত করে এমন পর্যটন সার্কিট তৈরি করা আরও বেশি পর্যটককে আকর্ষণ করতে পারে এবং আরও ব্যাপক অভিজ্ঞতা প্রদান করতে পারে।
যৌথ অবকাঠামো প্রকল্পের সম্ভাবনা- ভারত শ্রীলঙ্কায় বৌদ্ধ পর্যটন সম্পর্কিত অবকাঠামো প্রকল্পগুলিতে বিনিয়োগ করতে পারে, যা সুষ্ঠু বাস্তবায়ন এবং উন্নয়ন নিশ্চিত করে।

চিহ্নিত সমস্যাগুলির সমাধান করে এবং সম্ভাব্য সুবিধাগুলিকে পুঁজি করে, শ্রীলঙ্কা এবং ভারত বৌদ্ধ পর্যটনকে উন্নত করতে এবং পারস্পরিকভাবে উপকারী সম্পর্ক তৈরি করতে একসাথে কাজ করতে পারে, গবেষণা অনুসারে।

আমরা মনে করি এই চিঠিটি শ্রীলঙ্কা পর্যটনের বোর্ডের কর্তাদের কাছে বৌদ্ধ পর্যটনের প্রসারে একটি মাইলফলক হয়ে উঠতে পারে যদি তারা এই বিষয়গুলিকে কার্যকর করার দিকে নজর দেয়। তা হলে সেটা দুই দেশ শ্রীলঙ্কা ও ভারত উভয়ের পক্ষেই শুভ হয়ে উঠতে পারে।

ABTO Secretary General Dr. Kaulesh Kumar wrote an open letter on the problems and solutions of Buddhist tourism in Sri Lanka

SPT News, Kolkata, July 18: Dr. Kaulesh Kumar. Secretary General of the Association of Buddhist Tour Operators or ABTO. He is working day and night to promote Buddhist tourism. Tourism boards in India and abroad honor him for this. He is a member of the National Advisory Committee of the Ministry of Tourism, Government of India. He should not be compared with five other tour operators or travel agents. He sees Buddhist tourism in the light of education and culture. He himself has also done research on Buddhism. If there is a gap in Buddhist tourism in the eyes of such a person, he will speak out about it. And that is what he has done. Recently, after returning from the ‘FAM’ trip to Sri Lanka, while discussing this issue, a question arose in his mind – “When we traveled to Sri Lanka on the FAM trip, what problems did we identify in Buddhist tourism. Can this be beneficial for both India and Sri Lanka?”

And he himself has found the answer to the question that arose in his mind. He has even written the answer. That is, on the one hand, just as he has identified the problems and arranged them one by one, Dr. Kaulesh Kumar has also made a beautiful analysis of how they can be solved and how both the countries, Sri Lanka and India, can benefit from doing so. He has given an open letter to the Sri Lanka Tourism Board on these.

ABTO-The Platform of Tourism with Buddhism. Many thanks to our Asian Countries ABTO team for providing world-class hospitality. Indeed, Sri Lanka is a country of great history, cultural richness, very high standard of living, such polite people and natural beauty.

We would like to focus our views as follows:

Buddhist tourism in Sri Lanka faces challenges, which include the disconnect between the perceived importance of religious tourism and actual tourist behavior, lack of dedicated marketing and infrastructure, and potential negative impact on the environment. For India and Sri Lanka, strengthening Buddhist tourism can foster cultural exchange, strengthen the economy and strengthen diplomatic ties.

Problems with Buddhist Tourism in Sri Lanka:

Mismatch between perception and reality- While Sri Lanka is known for its Buddhist heritage, the proportion of tourists visiting for religious purposes is relatively low.
Insufficient marketing and promotion- There’s a need for targeted marketing strategies to attract tourists specifically interested in Buddhist sites and experiences.
Lack of dedicated infrastructure and services-Developing adequate facilities, transportation, and accommodation options at Buddhist sites is crucial.
Potential environmental impact- Increased tourism can strain natural resources and impact the environment, highlighting the need for sustainable practices.
Deficiencies in language proficiency and trained personnel- Providing language training and qualified guides is essential for a positive visitor experience.
Limited exploration of spiritual tourism potential- There’s a need for a more in-depth assessment of the potential of spiritual tourism and addressing the identified deficiencies.
Travel agencies’ role- Travel agencies need to play a more proactive role in promoting and facilitating Buddhist tourism.

Benefits for India and Sri Lanka:

Cultural exchange and understanding-Strengthening Buddhist tourism can facilitate cultural exchange programs and promote closer ties between the citizens of both countries.
Economic growth- Increased tourism can boost the economies of both Sri Lanka and India, creating jobs and generating revenue.
Diplomatic ties- Collaborative efforts in promoting Buddhist tourism can strengthen diplomatic relations between the two nations.
Shared heritage- Both countries share a rich Buddhist heritage, and joint initiatives can showcase this shared history and culture.
Strengthened tourism circuits- Developing tourism circuits that connect Buddhist sites in both countries can attract more tourists and offer a more comprehensive experience.
Potential for joint infrastructure projects- India can invest in infrastructure projects in Sri Lanka related to Buddhist tourism, ensuring smooth execution and development.

By addressing the identified problems and capitalizing on the potential benefits, Sri Lanka and India can work together to elevate Buddhist tourism and create a mutually beneficial relationship, according to studies.
