এসপিটি নিউজ, কলকাতা, ৬ মে: ভারতের অর্থনীতিতে পর্যটন শিল্প এখন একটি গুরুত্বপূর্ণ চালিকাশক্তি। কর্মসংস্থান থেকে শুরু করে অবকাঠামো উন্নয়ন—সব ক্ষেত্রেই এই খাতের প্রভাব ক্রমশ বাড়ছে। দেশের মোট জিডিপির প্রায় ৫ শতাংশের বেশি অবদান রাখছে পর্যটন, পাশাপাশি লক্ষ লক্ষ মানুষের জীবিকা এই শিল্পের উপর নির্ভরশীল। এই প্রেক্ষাপটে বিভিন্ন রাজ্যের পারফরম্যান্স বিশেষভাবে গুরুত্বপূর্ণ হয়ে উঠেছে, বিশেষ করে বিজেপি শাসিত রাজ্যগুলির ক্ষেত্রে।

সাম্প্রতিক বছরগুলিতে দেখা গেছে, উত্তরপ্রদেশ, গুজরাট, মধ্যপ্রদেশ বা উত্তরাখণ্ডের মতো বিজেপি শাসিত রাজ্যগুলি পর্যটন উন্নয়নে উল্লেখযোগ্য অগ্রগতি করেছে। উত্তরপ্রদেশে ধর্মীয় পর্যটনকে কেন্দ্র করে ব্যাপক উন্নয়ন ঘটেছে। অযোধ্যা, বারাণসী ও প্রয়াগরাজকে ঘিরে অবকাঠামো উন্নয়ন, নতুন করিডর, উন্নত যোগাযোগ ব্যবস্থা এবং পরিকল্পিত বিনিয়োগের ফলে পর্যটকের সংখ্যা রেকর্ড হারে বেড়েছে। ধর্মীয় আবেগকে অর্থনৈতিক শক্তিতে রূপান্তর করার এই মডেল এখন দেশের অন্যান্য রাজ্যগুলির কাছেও উদাহরণ হয়ে উঠছে।

গুজরাট পর্যটনে আলাদা করে নজর কাড়ছে তার শক্তিশালী ব্র্যান্ডিং ও আন্তর্জাতিক প্রচারের জন্য। “খুশবু গুজরাট কি” ক্যাম্পেইনের মাধ্যমে রাজ্যটি বিদেশি পর্যটকদের আকর্ষণে সফল হয়েছে। একইভাবে মধ্যপ্রদেশ তার বন্যপ্রাণী, ঐতিহ্য এবং ঐতিহাসিক স্থাপনাগুলিকে কেন্দ্র করে পর্যটনের বিস্তার ঘটিয়েছে। উত্তরাখণ্ড ও হিমাচল প্রদেশে ধর্মীয় ও অ্যাডভেঞ্চার পর্যটনের সমন্বয়ে পাহাড়ি অর্থনীতিতে নতুন গতি এসেছে।

তবে এই সাফল্য সব রাজ্যে সমানভাবে দেখা যায়নি। বিহার বা ঝাড়খণ্ডের মতো কিছু রাজ্যে এখনও অবকাঠামোগত সীমাবদ্ধতা এবং পরিকল্পনার ঘাটতির কারণে পর্যটন শিল্প কাঙ্ক্ষিত উন্নতি করতে পারেনি। ফলে স্পষ্ট যে শুধুমাত্র রাজনৈতিক পরিবর্তন নয়, সঠিক নীতি, বিনিয়োগ এবং কার্যকর বাস্তবায়নই উন্নয়নের মূল চাবিকাঠি।

অর্থনীতির নিরিখে বিচার করলে, বিজেপি শাসিত কয়েকটি বড় রাজ্য দেশের জিডিপিতে উল্লেখযোগ্য অবদান রাখছে। উত্তরপ্রদেশ, গুজরাট, রাজস্থান বা মধ্যপ্রদেশ—এই রাজ্যগুলির অর্থনীতিতে পর্যটন একটি গুরুত্বপূর্ণ সহায়ক শক্তি হিসেবে কাজ করছে। যদিও দক্ষিণ ভারতের কিছু রাজ্য এখনও সার্ভিস সেক্টরে এগিয়ে, তবুও পর্যটন-নির্ভর বৃদ্ধির ক্ষেত্রে উত্তর ভারতের এই রাজ্যগুলির অগ্রগতি নজরকাড়া।

এই প্রেক্ষাপটে পশ্চিমবঙ্গের অবস্থান বিশেষভাবে গুরুত্বপূর্ণ। অর্থনৈতিক দিক থেকে রাজ্যটি দেশের শীর্ষ রাজ্যগুলির মধ্যে থাকলেও পর্যটনের সম্ভাবনা পুরোপুরি কাজে লাগানো যায়নি। দার্জিলিংয়ের পাহাড়, সুন্দরবনের ম্যানগ্রোভ অরণ্য, দিঘার সমুদ্রসৈকত এবং কলকাতার ঐতিহ্য—সব মিলিয়ে পশ্চিমবঙ্গ একটি অত্যন্ত বৈচিত্র্যময় পর্যটন গন্তব্য। তবুও আন্তর্জাতিক স্তরে পর্যাপ্ত প্রচার, উন্নত পরিষেবা এবং সুসংহত পরিকল্পনার অভাব বারবার সামনে এসেছে।

রাজ্যে রাজনৈতিক পালাবদল হলে পর্যটন শিল্পে নতুন গতি আসার সম্ভাবনা নিয়ে আলোচনা শুরু হয়েছে। বিজেপি শাসিত রাজ্যগুলির মডেল অনুসরণ করে পশ্চিমবঙ্গেও ধর্মীয় ও সাংস্কৃতিক পর্যটনকে নতুনভাবে সাজানো হতে পারে। তারাপীঠ, গঙ্গাসাগর বা মায়াপুরের মতো গুরুত্বপূর্ণ তীর্থস্থানগুলিকে কেন্দ্র করে উন্নয়ন ঘটলে পর্যটকের সংখ্যা দ্রুত বাড়তে পারে। পাশাপাশি কেন্দ্রীয় প্রকল্পগুলির দ্রুত বাস্তবায়ন, উন্নত যোগাযোগ ব্যবস্থা এবং আন্তর্জাতিক প্রচারের মাধ্যমে রাজ্যটি নতুন উচ্চতায় পৌঁছতে পারে।

বিশেষজ্ঞদের মতে, সঠিক পরিকল্পনা ও বিনিয়োগ নিশ্চিত করা গেলে আগামী কয়েক বছরে পশ্চিমবঙ্গের পর্যটন আয় ৩০ থেকে ৫০ শতাংশ পর্যন্ত বাড়তে পারে। কর্মসংস্থানের ক্ষেত্রেও বড় পরিবর্তন আসতে পারে। জিডিপিতে পর্যটনের অবদানও উল্লেখযোগ্যভাবে বৃদ্ধি পাওয়ার সম্ভাবনা রয়েছে।

সব মিলিয়ে, ভারতের অভিজ্ঞতা বলছে—পর্যটন শিল্পের উন্নয়ন শুধুমাত্র প্রাকৃতিক সম্পদের উপর নির্ভর করে না, বরং নির্ভর করে সুস্পষ্ট দৃষ্টিভঙ্গি, অবকাঠামো উন্নয়ন এবং কার্যকর বিপণনের উপর। সেই দৃষ্টিকোণ থেকে পশ্চিমবঙ্গের সামনে এখন এক নতুন সুযোগ রয়েছে, যা সঠিকভাবে কাজে লাগানো গেলে রাজ্যটি দেশের অন্যতম শীর্ষ পর্যটন কেন্দ্র হয়ে উঠতে পারে।
